Raipur, April 23, 2026 / The Department of Urban Administration and Development has issued instructions to clean drains and drainages in urban local bodies before the rainy season and make necessary arrangements for flood-affected areas. The department has issued a circular from the Directorate asking all local bodies to take necessary action to prevent waterlogging, disaster management in case of floods, and prevention of infectious diseases during the rains.
During the review of the works of Nagar Nigams, Municipalities, and Nagar Panchayats on April 20-21, Deputy Chief Minister and Urban Administration and Development Minister Mr. Arun Sao had given instructions to complete the cleaning of major drains and drainage systems by May 31 and take necessary measures to prevent waterlogging during the rains. In the meeting, he said that a state-level team would physically inspect it in local bodies in the first week of June. Action will be taken against health officers and engineers if the work is not found satisfactory.
In the circular issued to all Commissioners of Nagar Nigams and Chief Municipal Officers of Municipalities and Nagar Panchayats, the Urban Administration Department has stated that due to improper and timely cleaning of drains constructed for rainwater drainage in the rainy season and failure to remove obstructions in the water drainage paths, flood situations arise due to sudden rainfall. To prevent these situations, all necessary arrangements should be ensured before the rainy season.
For this, the department has directed to ensure good cleanliness of the main roads of cities as well as lanes and intersections. The department has instructed to thoroughly and regularly clean all drains and drainages to their depths and also to ensure that rivers or other water sources are not polluted in any way. For continuity of water flow, instructions have also been given to remove construction materials from the flow path of water in under-construction drains and drainages and to remove temporary and permanent encroachments obstructing the drains and drainages.
The Urban Administration Department has asked to establish flood control rooms before the monsoon and appoint nodal officers with necessary staff, tools, machines, etc. The department has also instructed to ensure that the flood control rooms operate 24 hours a day and to widely publicize their telephone numbers, etc. Instructions have also been given to identify low-lying settlements, flood-prone areas, and affected people and to identify safe places for the affected.
The department has asked to ensure the arrangement of clean drinking water in the affected areas in case of floods. In other areas also, there is a possibility of infectious diseases during and after the flood impact. In such situations, the concerned departments have been asked to promptly inform them. The department has instructed all local bodies to remove all signboards, advertisements, any other boards or signage, electric wires, high-tension lines, or other materials installed on trees before the rainy season.
