MEA spokesperson Randhir Jaiswal addressed the issue head-on in New Delhi. ‘India has noted reports and videos of Nepali authorities applying an old rule against border crossers carrying goods over 100 NPR from India,’ he said. Jaiswal acknowledged Nepal’s goal to tackle smuggling and unofficial trade but highlighted assurances that personal-use items remain exempt. Continuous dialogue is underway to resolve the matter amicably.

This isn’t a new law; it’s a revival of an existing one shelved for years due to local resistance. Border dwellers, accustomed to India’s bargain prices, feel the pinch acutely. Protests are brewing, with organizations like the Nepal-India Open Border Interaction Group calling for its abolition. ‘Our shared heritage demands policies that ease lives, not complicate them,’ their statement urged, stressing exemptions for household goods to protect vulnerable communities.

Nepal Customs Director Kishor Bartoula defended the crackdown, revealing how smugglers use innocent travelers as mules for incremental hauls that later flood markets duty-free. Yet, he admitted the 100 NPR threshold yields minimal revenue, raising doubts about the policy’s effectiveness.

With centuries of intertwined relations, this customs spat tests the resilience of the open border pact. India’s proactive engagement signals commitment to mutual interests. As negotiations progress, the focus remains on balancing anti-smuggling efforts with the everyday realities of border life, ensuring economic flows benefit both nations without undue barriers.
