In a major policy push, China’s government has rolled out a detailed blueprint to supercharge its service economy. Announced Tuesday by the State Council’s press office, the ‘Opinion on Enhancing Service Sector Capacity and Quality’ promises transformative changes.

Speaking at the briefing, Shen Chulin, deputy head of the NDRC, revealed the plan’s goal: expanding the service industry’s footprint to 100 trillion yuan within six years. That’s more than 200 trillion yuan in fresh opportunities for businesses and investors alike.

Spanning 10 priority domains, the strategy divides efforts into industrial heavyweights and民生 (people’s livelihood) services. The first group includes tech services, advanced logistics, software/IT, supply chain finance, green energy services, and pro-business consulting. These will drive professional R&D, streamline production value chains, and maximize market returns through innovation.

On the consumer side, residential support, senior/childcare, medical services, and cultural-tourism-sports will deliver more accessible, premium-quality solutions. This holistic framework addresses both economic competitiveness and social welfare.

With services already accounting for over half of China’s GDP, this upgrade comes at a pivotal moment. It underscores Beijing’s confidence in services to lead high-quality development, potentially reshaping global trade dynamics and domestic consumption patterns by 2030.
