  • Police urges court to frame charges against ex-WFI chief

Delhi Police on Saturday urged a court here to frame charges against BJP MP and former WFI chief Brij Bhushan Sharan Singh in a case of alleged sexual harassment of women wrestlers.

The police opposed the contention of the accused that since some of the alleged incidents took place overseas, they do not fall in the jurisdiction of courts in Delhi, as it concluded arguments on framing charges against Singh. The police submitted before Additional Chief Metropolitan Magistrate that the incidents of sexual harassment, allegedly committed by Singh, overseas and inside India, including Delhi, are part of the same offence.

  • Gang-rape claim ‘fabricated’; woman’s allegation ploy to grab property: Ghaziabad police

    By PTI

GHAZIABAD: The police on Thursday dismissed as “fabricated” a Delhi woman’s claim that she had been gang-raped and brutalized by five men here. Police claimed that the entire “conspiracy” was hatched over a property dispute.

Three associates of the woman have been arrested, police said, adding that they have been identified as Azad, Afzal and Gaurav.

The police had on Wednesday said four people had been taken into custody in connection with the case.

Asked if a clean chit will be given to the four of them, Inspector General, Meerut, Praveen Kumar told reporters, “We have not got any evidence against them. Prima facie, in this case, no such incident has taken place. So, there is no question of getting evidence.”

Asked whether the woman was kidnapped or illegally confined, the officer said,”No. She had gone to a designated place of her own will. Chats analysed by us also show that money was also paid to individuals to publicise the case.”

The woman claimed that she was raped by five men for two days.

Following the incident, the Delhi Commission for Women chief Swati Maliwal also claimed that the 36-year-old woman was found wrapped in a jute bag, with her hands and legs tied, and an iron rod was inserted in her private parts.

Maliwal had said the incident reminded her of the Nirbhaya case.

She was referring to the brutal gang-rape and assault of a 23-year-old paramedic student on the intervening night of December 16-17, 2012 inside a moving bus in south Delhi by six people before being thrown out on the road.

The DCW has also issued a notice to Ghaziabad police in connection with the case.

During investigation, we found that Azad’s phone was switched off around the time the woman purportedly disappeared.

Azad is the main conspirator, the vehicle used belonged to Gaurav and the help of the woman’s associate Afzal was also taken, police said.

In her statement to the police, the woman had said she had been to Ghaziabad to celebrate her brother’s birthday, a day before the incident.

The SP said the victim’s brother dropped her back and some people, who were known to her, picked her up from there.

The woman has alleged that she was forced to get into the car at gunpoint. The senior police officer said the dispute was about a small property.

“A woman named Sameena gave the property to Azad in 2021 who in turn gave its power of attorney to a man named Deepak Joshi. There was talk about giving this property to the Delhi woman. The case regarding this was going on in the court,” the officer said.

Authorities at the Guru Teg Bahadur Hospital had on Wednesday said the woman’s condition is stable and no internal injury has been found yet.

Nipun Agarwal, Superintendent of Police (City-I) Ghaziabad, on Wednesday had said the victim claimed that after raping her, the accused had inserted an iron rod in her private part but when the police tried to get her medically examined at a Meerut hospital, she refused.

“Doctors then referred her to the Meerut Medical College for treatment but she refused to go there as well. The woman was then taken to a Delhi hospital,” the SP had said.

Police and SOG team of Thakurdwara of UP clashed with villagers when they came to raid Bharatpur village of Kunda in search of mining mafia carrying a reward of Rs 50000. • Jharkhand police bust tear gas shells, use water canons to disperse Tana Bhagats tribal community gherao

    By PTI

LATEHAR: Police burst tear gas shells and used water canons to disperse members of the Tana Bhagat tribal community on Monday when they gheraoed the civil court in Latehar, about 110 km from the Jharkhand capital Ranchi, and brickbatted it.

The tribals locked the chamber of the principal judge for about five hours demanding the closure of the court alleging that the district administration was ignoring the constitutional provisions in vogue in the area.

The adamant agitators refused to heed to the persuasions of the district administration and police officers, who had rushed to the site, and began brickbatting injuring seven police personnel.

Among those injured were a police inspector and three women constables, deputy superintendent of police Santosh Mishra said.

They also raised slogans demanding the closure of the court and blocked the roads to it leading to the police bursting of tear gas shells and the use of water canons to control the situation.

The entrance to the court had been locked by the police following intelligence reports of the agitation and police personnel were deployed to maintain law and order but the agitators forced their way into the court’s premises, he said.

The protestors, activists of the Akhil Bharatiya Tana Bhagat Sangh, claimed that functioning of courts and employment and entry of outsiders in Latehar district is prohibited under the 5th schedule of Constitution and threatened to continue agitation till the government institutions, administration, police and the judiciary are handed over to them.

The district is known to be affected by naxalite activities.

Latehar, a tribal district, is under the 5th schedule which prohibits or restricts the transfer of land by or among members of the scheduled tribes, regulates the allotment of land to members of the STs and regulate the carrying on of business by money-lender to them.

With the exits and roads to the court blocked by the protestors, the police helped the judges, the lawyers and the court’s officers leave the court premises through the rear exits.

The protestors were finally chased away by the police in the evening and police force was deployed in and around the court premises, Mishra said. Any casualty among the tribals was not yet known.

The security in and around the residences of the judges and the court officers has been tightened, the DSP added.

Manoj Kumar, a resident of Aligarh district, said, “There are a total of six members in my family, including two younger brothers and an unmarried sister. My parents are old and undergoing treatment. It will be very difficult for me to take care of them by staying on duty over 600 kilometres away from them. I am the only earning member in my family.”

A friend of Kumar, who is also in the police force, said, “It is disheartening to see that an honest man like him is made to suffer for raising a genuine issue. He comes from a humble background and his two brothers still work as daily wagers. In fact, Manoj worked as a child labourer as well to pursue his education.”

After the video went viral, Firozabad Senior Superintendent of Police issued a roster for circle officers to check the quality of food served in the mess. Similar orders were issued in other districts as well.

  • Bilaspur police’ diligent hearing of vulnerable victims of rape, molestation yields effective results

    Express News Service

RAIPUR: Bilaspur police in Chhattisgarh have started a novel practice with a focus on attentive hearing to the intimidated victims of rape, molestation or domestic violence, as they claimed vulnerable to repeated threats after the FIR was lodged. The women sufferers securing police empathy perceptibly got much-needed relief as they candidly narrated their worries and situations fraught with peril.

Within a month of executing the new move, as many as 181 accused in the reported crimes against women have been arrested in Bilaspur. Even the actions taken against police officers allegedly found colluding with the accused.

It is often found that the women victims who filed the cases against offenders to seek justice are being frightened, humiliated, attacked or mentally harassed by the accused or their accomplice to remain silent and are pressurised to withdraw the case. Some victims tormented by shame become easy targets for hostile conduct by the perpetrators.

Bilaspur Range Inspector General of Police Ratan Lal Dangi pioneered the innovative mechanism covering the six districts of his jurisdiction for a periodic review of the cases of rape, molestation or domestic violence with the police officers. And during the meeting, the women victims are given a patient hearing, their pressing issues discussed to alleviate the distress with an assurance on safeguard and speedy justice.

Ahead of such meetings, the details of the registered cases on the crimes against women in the police stations in the Bilaspur range were gathered. The victims are either called at the range headquarters or asked to virtually attend the meeting, which is chaired by the IG in the presence of police officers posted in areas where the women victims visit to speak out their unpleasant experiences.

While narrating their ordeal, many women were seen in tears pleading for the police intervention.

The IG simultaneously cross-examined the claims of the women with the investigating officer of the victim’s area besides the progress of the inquiry and the culprits.

“Meeting the IG and other police officers raised our morale and trust on law enforcing agencies. We were given full liberty to express our concern”, said Bobby (name changed) who was sexually abused in a private office and later repeatedly intimidated by the accused to take back the police complaint.

The victims are called one at a time to recount their depressing episodes in the meeting.

“We decided to call the victims who feel unguarded and threatened for their well-being. There shouldn’t be any lack of action from the police that should make the women feel insecure,” said Dangi.

The novel initiative, which began a month ago, has apparently alleviated persisting fear and panic among the victims who seem confident to get support from the police.

  • JNU violence: AISA-affiliated students protest near Delhi Police headquarters

    By PTI

NEW DELHI: Scores of JNU students affiliated to the All India Students Association staged a protest near Delhi Police headquarters here on Monday and demanded the arrest of ABVP activists for their alleged role in the violence at the university.

Two groups had clashed at the Jawaharlal Nehru University’s Kaveri Hostel here on Sunday allegedly over serving of non-vegetarian food in the mess on Ram Navami, with the police saying they have received 20 Medicolegal cases of students who were injured in the incident.

Members of other left-affiliated student bodies also accused the ABVP of inflicting violence and imposing their food choices on students.

AISA activists at the protest site alleged that some students were detained and taken to the Tughlaq Road police station.

A senior police officer also denied allegations of any type of manhandling by the personnel during the protest.

“We have detained them because they were trying to protest near the police headquarters. They were detained before they could reach the spot and taken to Tughlaq Road police station. Another group of protesters who came later have also been detained and taken to Madhir Marg police station. Around 30 students have been detained so far and would be released later,” the officer added.

AISA president Sai Balaji said, “Our protest is going to continue. People who attacked the students are repeat offenders and so is the JNU administration.

“Protest at PHQ (police headquarters) was to ensure accountability of the Delhi Police and ensure that justice happens. There will be more protests today. Women protesters were manhandled and their clothes were pulled by male security personnel. Several protesters have also got injured. We have been detained inside the Tughlaq Road Police Station,” AISA activist Neha said.

The Delhi Police on Monday registered an FIR against unknown ABVP students based on the complaint received from a group of students in connection with a clash in JNU.

Meanwhile, at a press conference outside the university, Anagha Pradeep, JNUSU councillor, said, “In this university, the ABVP and the RSS orchestrated a big incident again and unleashed violence in the name of food. All the 16 hostels in JNU serve both non-vegetarian and vegetarian food.”

Recalling the sequence of events on Sunday, she said when the vendor came to supply meat to Kaveri Hostel, the ABVP activists tried to attack him and heckle him.

“He was told that that he won’t be spared and asked to leave the campus. They said non-vegetarian food will not be prepared here. The mess committee members, who were present there, were also attacked and heckled,” she alleged.

After that, students went to the warden to ask him to ensure that Kaveri Hostel residents are provided food since sufficient amount had not been prepared owing to the diktat on non-vegetarian food.

While students were talking to the warden, ABVP activists arrived there and attacked several students, she alleged. “Water coolers were thrown at the students. Guards and the warden were not doing anything. Phones of some of the students, who were making videos, were snatched and broken by the ABVP members.”

“As soon as we stepped out of the mess, they started hurling stones. They used wipers, flower pots and whatever they could lay their hands on. Many students sustained injuries. They are spreading lies that we thrashed them. Nothing of that sort happened. We have evidences to prove their claims wrong,” Pradeep said.

All this happened in front of Delhi Police and yet there have been no arrests in the matter, she said.

Apeksha, another student councillor, said, it is a known fact that every Sunday, non-vegetarian food is prepared in every hostel.

Barring Kaveri Hostel, non-vegetarian food was prepared in every other hostel of JNU on Sunday, Apeksha said.

“Nobody in the hostels had any issues but the ABVP activists said they are organising a puja on the occasion of Ram Navami and won’t allow meat to be served.

“Initially, the ABVP members kicked and punched the students and also hurled sexist abuses and rape threats. Two guards were also seriously injured. One of the guards was hit with a tubelight,” she said.

Apeksha said she called the police to inform them about the violence. “The police said they were on the other side of the gate but didn’t stop the violence. From 4 pm, students had been continuously calling the police to inform them about the situation but there was no response,” she added.

The police, however, denied the allegations. A senior police officer saying the first call was received at around 8.15 pm following which the teams rushed to the spot. “The situation was brought under control after the police teams arrived,” he said.

Apeksha also alleged that ABVP activists hurled “sexual abuses” at women in front of police.

“When we stepped out of Kaveri Hostel, at least four police vans were stationed and ight to 10 personnel were standing.

The attackers came and hurled sexual abuses at us and also threatened us but the police did nothing ,” she said.

She said after left-affiliated bodies took out a march and urged the police to take action on complaints filed against ABVP since 2019, assurance was given they will be investigated.

“There are at least 15 to 20 members of ABVP who are repeat offenders,” Apeksha said, alleging that in such cases, neither the university administration takes any action nor the police.

  • I congratulate Delhi Police for its fair investigation of northeast Delhi riots: Amit Shah

    By PTI

NEW DELHI: Union Home Minister Amit Shah on Wednesday lauded the Delhi Police for its “strict” and “fair” investigation in the northeast Delhi riots and said the force should lay out a road map for the next five years and also for 25 years.

Shah, who was addressing the 75th Raising Day parade of Delhi Police said, the force not only did an “exceptional job” during the COVID-19 pandemic but also thwarted several terror attempts during the period.

“The Delhi Police has worked hard during the northeast Delhi riots and the coronavirus pandemic. For the way the Delhi Police investigated the riot cases in a strict and fair manner and presented the rioters in court, I congratulate them,” Shah said.

The minister said the Delhi Police faces several difficulties and being the police force of the national capital, it has several duties that include providing security to dignitaries, ensuring that various programmes happen without glitches and other law and order related matters.

“Whenever any event happens at an international level, its repercussions are also felt in Delhi. The police also has the job of monitoring the situation here,” he said.

Shah said the 75th birthday of the Delhi Police coincides with the Azadi Ka Amrit Mahotsav celebrations and stressed that the force should prepare a road map for the next five years.

“The Delhi Police has changed with the times. I urge the Delhi Police commissioner and the Union home secretary to prepare a road map for the next five years and 25 years with well-defined goals,” he said.

Paying tribute to the 79 police personnel who lost their lives during the pandemic, he praised the efforts of the force by battling the pandemic by standing in front row.

Recalling the Delhi police’s contribution during the pandemic, Shah said, “the police personnel attended people whose families weren’t here, took them for testing, got them hospitalised and provided oxygen cylinders to those who were in need. They even helped in performing last rites during the difficult times.”

“The kind of work Delhi Police did will be an inspiration for the police forces across the country and will be a pathway for other state polices to follow. During the period, the force also thwarted several terror attempts,” he added.

Shah said the newly created perception management cell would help in improving the image of the city police.
