  • Sat phones, special runners and more… all in place for polls in Anantnag-Rajouri

    Anantnag/Rajouri (JK): With the threat of cross-border shelling in some border areas and satellite phones and special runners in place to deal with contingencies, all is in readiness for elections in the controversially redrawn Anantnag-Rajouri constituency from where PDP chief Mehbooba Mufti is contesting. Contesting against Mehbooba Mufti, working to revive her party’s fortunes following its alliance with the BJP in 2015, in the keenly watched election on Saturday are National Conference’s Mian Altaf and 18 others.

    Elections in the last of the five seats in Jammu and Kashmir take place against the backdrop of four terror incidents, including one that claimed the life of an Indian Air Force soldier and a former BJP sarpanch.

    Nothing is being left to chance, said officials. Multi-layer security arrangements have been put in place in the constituency spread across 18 assembly segments in Anantnag, Kulgam and Shopian in south Kashmir and Rajouri and Poonch districts south of Pir Panjal to ensure free, fair and peaceful polling. The Election Commission has set up 2,338 polling stations in the parliamentary constituency, which has more than 18.36 lakh voters. Four election staff, including the presiding officer, will be stationed in every polling booth. In all, more than 9,000 polling staffers, including reserves, are being deployed and have left for their stations. Some polling stations fall in communication-shadow areas and alternative arrangements have been put in place in such areas with satellite phones, wireless sets and special runners being provided in case of a crisis. The parliamentary seat was redrawn, sparking controversy due to the geographical divide imposed by the Pir Panjal ranges. Criticism was levied against the delimitation process with Ghulam Nabi Azad of the Democratic Progressive Azad Party among others voicing concern over the methodology employed and suggesting a lack of consideration for geographical coherence. In 2019, the Anantnag constituency had a turnout of just 9.8 per cent. And so perhaps, in a marked contrast to the fervent campaigning witnessed in other constituencies, the area has seen relatively subdued rallies.

    However, the Poonch and Rajouri regions, known for high voter turnouts, have seen hectic campaigning with all parties getting their top leaders to campaign.

    Political heavyweights such as National Conference’s Farooq Abdullah and Omar Abdullah, PDP’s Mehbooba Mufti and her daughter Iltija Mufti, Jammu and Kashmir Apni Party’s Altaf Bukhari and Azad have spent considerable time in engaging with voters.

    Originally slated for May 7, the Election Commission postponed polling in Anantnag-Rajouri citing adverse weather conditions. The decision to defer voting by 18 days drew the ire of regional political factions which alleged favouritism towards the BJP-backed Apni Party candidate Zafar Manhas.

    Azad, who was initially slated to contest under the DPAP banner, has fielded Mohammad Saleem Parray, prompting speculation of strategic candidate placements possibly influenced by the BJP to fracture opposition votes.

    This Lok Sabha election, the first since Article 370 was abrogated in 2019 and the erstwhile state of Jammu and Kashmir was divided into the union territories of Jammu and Kashmir, and Ladakh, is crucial for Mehbooba Mufti.

    She is grappling with internal party dissension with several former PDP members now contesting against the party. The most prominent among them perhaps is Manhas, who was earlier affiliated with the PDP.

    Amid the political manoeuvring, National Conference’s Omar Abdullah hinted at BJP support for Mehbooba Mufti in certain local pockets, a claim she chose not to address publicly.

    The unfolding developments in Anantnag-Rajouri portend a riveting electoral showdown with far-reaching implications for the region’s political landscape.

    With record-high polling in Srinagar and Baramulla, political observers feel the south Kashmir constituency will also register a higher than expected voter turnout.

    The aggregate turnout in the four Lok Sabha seats, including Udhampur and Jammu, which have already gone to polls was around 59 per cent.

    Authorities had received more than 2,200 applications from the contesting candidates and political parties, seeking permission for various electioneering activities.

    While 1,920 applications for rallies, roadshows and meetings were approved, 303 pleas were rejected on various grounds.

    The 18.36 lakh voters are enrolled in the five districts of Kulgam, Anantnag, Poonch, Shopian and Rajouri of the parliamentary constituency include 9.33 lakh men, 9.02 women and 27 third-gender voters.

    Around 18,000 differently-abled people and 540 people aged above 100 years are eligible to cast their ballots.

    Polling will be held from 7 am to 6 pm. Before that, there will be a mock poll in the presence of polling agents. Voting will continue after 6 pm if voters are found standing in queues outside polling booths.

    Seventeen polling booths (‘pink’ polling stations) will be managed by women, 15 by differently-abled people and eight by youngsters. Also, there will be 15 ‘green’ polling stations to spread the message about environment awareness.

    All the polling stations in Anantnag-Rajouri will have CCTV cameras for live webcasting to the control rooms set up at the district and CEO office. The cameras will be positioned in such a way so that they do not violate the secrecy of vote.

  • PAGD Formed To Oppose Abrogation Of Article 370 In J&K Has Been Disbanded: Mehbooba Mufti |

    SRINAGAR: Peoples Democratic Party chief Mehbooba Mufti on Friday accused the National Conference (NC) of reducing the Peoples Alliance for Gupkar Declaration (PAGD) to a “joke” after the Farooq Abdullah-led party unilaterally decided to contest all three Lok Sabha seats in Kashmir. The PAGD alliance in Jammu and Kashmir has been disbanded, she said. PDP chief Mehbooba Mufti also announced that she will move forward independently. She attributed the demise of the PAGD to the National Conference.

    Hours after National Conference Vice President Omar Abdullah stated that there would be no alliance with the PDP for the upcoming Lok Sabha polls, Peoples Democratic Party president Mehbooba Mufti shifted the decision-making responsibility to the Congress, which is part of the INDIA bloc. She mentioned that a decision would be made after consulting with the party.

    During a press conference at the party headquarters in Srinagar, Mehbooba expressed her disappointment with the NC’s decision, stating that they had achieved what the BJP could not by damaging the PAGD ( People’s Alliance for Gupkar Deceleration). She also indicated that discussions with Congress were forthcoming, and a decision would be made soon. “I am a fighter. We will engage with Congress on this matter and announce our decision soon,” she stated.

    Earlier, National Conference Vice President Omar Abdullah had remarked, “The situation has excluded the PDP, not the National Conference.” He questioned how they could abandon south Kashmir for the PDP, which placed third in the last LS polls. “They (PDP) speak of alliances but only target NC in their rallies and tweets,” Omar added.

    NEW DELHI: Prime Minister Narendra Modi Saturday launched the Aspirational Block Programme on the lines of a similar exercise aimed at developing backward districts and asserted that India is focussing on the four pillars of infrastructure, investment, innovation and inclusion to be a developed country.

    Chairing the second national conference on chief secretaries from states on its third and last day, Modi said the entire world is looking to India to bring stability to the global supply chain and asked them to take steps for making the MSME sector “global champions” and a part of the global value chain.

    He said the country can take full advantage of this only if states take lead by maintaining focus on quality and making decisions with an “India-first” approach, according to a statement.

    The prime minister also called upon the chief secretaries to focus on ending “mindless compliances” and outdated laws and rules.

    At a time when India is initiating unparalleled reforms, there is no scope for overregulation and mindless restrictions, he tweeted.

    Modi said the states should focus on pro-development governance, ease of doing business, ease of living and provision of robust infrastructure.

    “We should move towards self-certification, deemed approvals and standardisation of forms,” he said, according to a statement.

    The prime minister also spoke about the development of both physical and social infrastructure along with a focus on the enhancement of cyber security.

    He also tweeted, “With the eyes of the world being on India, combined with the rich talent pool of our youth, the coming years belong to our nation.”

    “Strengthening our MSME (Micro, Small and Medium Enterprises) sector is important for the country to become self-reliant and to boost economic growth,” Modi said, adding that equally important is to popularise local products.

    The prime minister also discussed the significance of 2023 being the International Year of Millets and the steps to enhance the popularity of their products.

    In his address, the prime minister recalled the development “milestones” since the last conference in June 2022, citing India getting the presidency of G20, becoming the fifth biggest global economy, rapid registration of new startups, foray of private players in the space sector, launch of National Logistics Policy and the approval of National Green Hydrogen Mission.

    To make MSMEs globally competitive, they should have access to finance, technology, market and for skilling, the statement quoting Modi said.

    He also spoke about bringing more MSMEs on board the GeM portal.

    Discussing the success of the cluster approach in the development of MSMEs, he said the linkage of MSME clusters and self-help groups can be explored for promoting unique local products and getting GI tags registration for them, associating it with the endeavour of ‘one district one product”.

    This will give a fillip to the “vocal for local” campaign, Modi said, adding states should identify their best local products and help them attain national and international stature.

    He also cited the example of ‘Ekta Mall’ at the Statue of Unity in Gujarat.

    Modi emphasised on data security and the criticality of having a secure technology infrastructure for the seamless delivery of essential services.

    He said states should adopt a strong cyber security strategy and added that this investment is like insurance for the future.

    The prime minister also stressed on development of coastal areas and said the vast Exclusive Economic Zone of the country is equipped with resources and offers tremendous opportunities.

    Stressing the need for increased awareness of the circular economy, Modi highlighted Mission LiFE (Lifestyle of Environment) and the important role the states can play in furthering it.

    To promote millets, he said, millet cafes can be established at prominent public places and state government offices across the country.

    Millets can be showcased in the G20 meetings being held in states, he said.

    For the preparations related to G20 meetings in states, the prime minister stressed the importance of involving the common citizens.

    He said creative solutions should be envisaged for achieving the citizen connect.

    Modi also advised the establishment of a dedicated team for preparations related to G20 meetings.

    The statement said that Modi cautioned states on the challenges posed by drugs, international crimes, terrorism and disinformation originating on foreign soil.

    Noting that about 4,000 officers worked to hold this conference for which more than 1,15,000 man-hours were invested, the prime minister said these efforts should start reflecting on the ground as well and asked states to develop and implement action plans based on the suggestions emanating from the conference.

    “Over the last two days, we have been witnessing extensive discussions at the chief secretaries conference in Delhi. During my remarks today emphasised a wide range of subjects which can further improve the lives of people and strengthen India’s development trajectory,” he tweeted.

    The chief secretaries conference, which started on January 5, was aimed at rapid and sustained economic growth in partnership with states in coordination, the government has said.

    Modi chaired the conference in the last two days.

    SRINAGAR: Farooq Abdullah was re-elected president of the National Conference (NC) for another term on Monday.

    The 85-year-old leader was unanimously elected the party’s chief at the NC’s delegate session held near the mausoleum of party founder Sheikh Mohammad Abdullah at Naseem Bagh here. The day also marked the 117th birth anniversary of Sheikh Abdullah.

    NC general secretary Ali Mohammad Sagar said only Abdullah’s nomination was received till the last date of filing the nominations.

    “A total of 183 proposals from Kashmir, 396 from Jammu and 25 proposals from Ladakh were received in support of Farooq Abdullah,” Sagar said.

    The senior leader had recently expressed a desire to step down from the post owing to his health.

    The party then set the presidential election process into motion and said the new president would be elected at the party’s delegate session.

    It said the party’s internal elections had already been concluded. The last NC presidential elections took place five years ago.

    ‘Let people decide’

    Speaking at the event, the octogenarian said boycotting the panchayat polls in 2018 was “a huge mistake” and the party must contest every future election in Jammu and Kashmir.

    “I want to tell the party that boycotting the panchayat elections (in 2018) was a huge mistake. Remember this, we will not boycott any coming election. Instead (we will) contest and win them,” he said. 

    Referring to his son Omar Abdullah’s announcement that he would not contest elections as long as Jammu and Kashmir remained a Union Territory, the senior Abdullah said, “As party president, I am telling you (Omar Abdullah) that you have to contest the election.”

    “Because if we have to fight them, then we all have to jump into the fray and contest elections,” he added.

    The former Union minister said the BJP “will do anything, even make attempts to buy your loyalties, but God will fail all their designs.”

    Abdullah also warned the security forces and the government not to interfere in the elections in Jammu and Kashmir and said “let people decide whom to vote for.”

    “Otherwise there will be such a storm, which you will not be able to control,” he said.

    Abdullah also threatened to launch an agitation in case such a thing occurred. “We will be ready to sacrifice our lives. Farooq Abdullah will be the first to start an agitation over it,” he said.

    Speaking on the Constitution Day, NC MPs Mohammad Akbar Lone and Hasnain Masoodi said people of Jammu and Kashmir are being “denied” their rights enshrined in the Constitution of India.

    The BJP-led central government has disrespected the Constitution while dealing with Jammu and Kashmir, they alleged.

    “Had the present ruling dispensation been so considerate of supremacy of the Constitution, it would not have kept the erstwhile historic state under the spell of long undemocratic rule of outsourced bureaucracy,””they said in a statement.

    SRINAGAR: National Conference (NC) president Farooq Abdullah Monday said the party is fighting a legal and a political battle against the abrogation of Article 370 at multiple-levels as he urged people to play their part by registering as voters for the imminent state election.

    Abdullah’s remarks came in Kokernag area of south Kashmir’s Anantnag district where he made a brief stopover while on way to Chenab valley for a four-day tour.

    Interacting with party workers, he urged them to get eligible youths to get registered as voters in their respective areas.

    “The party is fighting a just, democratic, legal, and political battle against the decisions of August 5, 2019 at multiple levels,” Abdullah said, referring to the revocation of Articles 370 and 35-A, and the bifurcation of the erstwhile state into two Union territories.

    The former Union minister, however, said that the people of J-K will also have to play their role by registering and subsequently coming out in large numbers to vote, whenever elections are held.

    “Our region is at crossroads, it requires us to remain united as never before. It also requires our party men to educate and inform people about the designs of the anti-JK forces,” he added.

    SRINAGAR: National Conference president Farooq Abdullah on Thursday said a final decision on contesting all 90 assembly seats in Jammu and Kashmir will be taken at the time of polls, and that the shutters have not been pulled down on the five-party PAGD alliance.

    His remarks come a day after the provincial committee of the National Conference resolved to contest all 90 seats and not in alliance with other members of the People’s Alliance for Gupkar Declaration (PAGD), the amalgam formed for the restoration of special status of Jammu and Kashmir within the Indian Constitution.

    “The PAGD will never shut its doors,” Abdullah told reporters here.

    Asked about the party’s provincial committee resolution that the NC should prepare and fight all 90 assembly seats when the elections take place, he said the NC was a democratic party, but the final decision will be taken at the time of the polls.

    “It (the resolution) is okay. The NC is a democratic party, a democratic party and can pass resolutions, but the final decision will be taken when the time for election comes,” he said.

    At the provincial committee meeting, chaired by NC vice president Omar Abdullah, at the party headquarters Nawa-e-Subha here on Wednesday, the participants present in the meeting expressed dismay over the recent statements, audio jingles and speeches made by some of the constituents of the PAGD targeting the NC, the party statement had said.

    “They felt that it does not contribute to the overall unity of the amalgam. They denounced the unfair treatment meted out to JKNC in PAGD. The participants demanded immediate course correction from PAGD constituents. The provincial committee members unanimously resolved that JKNC should prepare and fight all 90 assembly seats.”

    “The vice president in his response acknowledged the concerns raised by the participants and reiterated that the interest of the people of J&K and JKNC will be safeguarded,” the statement said.

    However, the NC president said the decision will depend on the situation in J-K at that time.

    “You (media) have started to decide what we will do. How will that happen. We will have to see how the situation of the state will be that time (elections),” he added.

    When asked about his party expressing dismay over the recent statements, audio jingles and speeches made by some of the constituents of the PAGD targeting NC, Abdullah, who is the Lok Sabha MP from Srinagar, also said everyone should show tolerance.

    “The statements (against NC) will come, but it should be our endeavour to show tolerance. If you cannot have tolerance, then you will not be able to do anything for the people. You should remember two things, tolerance and patience. Also, one should be ready to sacrifice himself,” he said.

    Asked what advice he will give to Omar, the NC president said he cannot advise his son as he understands what needs to be done.

    PDP, the other major constituent of the PAGD, had also downplayed the NC resolution saying it would not affect the unity of the amalgam.

    “PAGD was conceived for a much larger cause than just an electoral alliance. If some constituent of the Alliance has reservations for any kind of electoral alliance, that will not impact our unity for the larger goal,” chief spokesman of the PDP Suhail Bukhari said in a tweet.

    Besides the NC, the PAGD, which was formed on August 4, 2019, comprises the PDP, CPM, Awami National Conference and CPI.

    During the 2020 District Development Council elections, the alliance contested and won 110 seats out of 280 with the NC winning 67 seats alone.
