ILO Report: 2025 Pakistan Floods Wipe Out 3.3 Million Jobs

A new ILO report has painted a grim picture of Pakistan’s economic recovery challenges following the catastrophic 2025 floods. Released on April 21 from Islamabad, the assessment reveals that 3.3 million jobs—equivalent to a massive chunk of the labor force—have been disrupted across key regions.

Focusing on 14 severely affected districts in Punjab and Khyber Pakhtunkhwa, the study identifies Punjab as the epicenter of employment devastation. Rural areas, comprising 78% of the losses, saw agriculture take the heaviest hit, with ripple effects cascading into services and manufacturing.

This rigorous evaluation, led by UNDP with backing from the UN family, Asian Development Bank, EU, and World Bank, highlights the multifaceted nature of the crisis. Immediate provincial aid has provided a lifeline, but experts warn it’s insufficient for full livelihood restoration.

To bridge the gap, the ILO proposes targeted measures: cash-for-work schemes to inject quick income, vocational training to upskill workers, and low-interest loans for micro-enterprises. These steps aim to reignite local economies from the ground up.

In a candid reaction, Minister Salik Hussain pointed to the floods’ ruthless targeting of laborers, petite farmers, entrepreneurs, and rural underclasses. The human cost is incalculable, he noted, urging a national push for equity in recovery.

Geir Tonstol, ILO’s Pakistan head, emphasized the floods’ role in amplifying pre-existing fragilities. ‘We need prompt, strategic responses that not only rebuild jobs but fortify against future climate shocks,’ he asserted.

Drawing lessons from the 2022 deluge, the report pushes for reinstating the Work Crisis Response Strategy. This framework promises streamlined, proactive disaster employment support, offering Pakistan a blueprint for resilience amid escalating climate threats.
