  • Body of minor Dalit girl recovered in UP’s Budaun; family alleges evidence tampering by police

    BUDAUN: The body of a minor Dalit girl was recovered near the railway line in Faizganj Behta police station area of Budaun district on Saturday, police said.

    The family members of the girl have alleged that she was murdered after rape.

    According to the police, the body of the girl aged 15 years was recovered in a village in the Faizganj Behata police station area on Saturday morning and has been sent for postmortem.

    The family has alleged that the police picked up the body without informing them and sent it for post-mortem, adding that they came to know about the incident only after the police called them to the post-mortem house to identify the deceased.

    “A policeman informed us that our daughter had met with an accident and called us to identify the body,” the uncle of the deceased told PTI.

    “The distance from our village to the incident site is one and a half kilometers,” he said, adding, “the police have erased all the evidence from the scene.”

    After the information, Senior Superintendent of Police (SSP) OP Singh, who reached the spot, said a case is being filed at the police station and strict action will be taken in this matter.

    He said a post-mortem is being conducted by a panel of doctors and videography of the entire examination process will also be done.

    Based on the final report, action will be taken by increasing the number of sections registered in the case and if someone is found guilty, that person will be arrested, the SSP added.

  • 18 killed in rain-related incidents across UP

    LUCKNOW: As many as a-dozen-and-a-half persons were killed in seven separate rain-related incidents and several were left injured across half a dozen districts of Uttar Pradesh on Friday. The state has been witnessing heavy and incessant rains for the last two days.

    Among those who lost life due to heavy rains include eight children.

    While state capital Lucknow reported 10 deaths in two separate incidents, three persons lost life in neighbouring Unnao and one in Kanpur. A house collapse in Prayagraj claimed lives of two children while a 35-year-old man was killed after a wall collapsed in Sitapur. In Rae Bareli district, a three-year-old boy died in an incident of house collapsed due to heavy rains.

    In the state capital, nine persons including three children were killed and two others were injured after an under-construction boundary wall collapsed due to a heavy downpour in the Dilkusha area under the Cantonment police station area. A person was electrocuted in Indiranagar locality.

    Similarly, three persons, including two minors, died while another was injured after a roof of the room of their dwelling made up of mud collapsed due to heavy rain in Kantha village of Asoha police station area in Unnao district in the wee hours of Friday.

    An unidentified man lost his life by drowning in the flood water in Juhi Khalwa underpass of Kanpur.

    On the other, in Prayagraj, two children — Amit Sharma, 5 and Shreya, 4, — died on the spot after the roof of their house collapsed, while in Sitapur, Maan Singh, 35 died in a wall-collapse incident under Kamlapur police station area.

    Taking cognizance of the incidents, CM Yogi Adityanath announced a compensation of Rs 4 lakh each to the kin of the deceased and directed the authorities concerned for the best possible treatment of those injured.

    In Lucknow, Dy CM Brajesh Pathak visited the spot of the mishap and met the injured in SPM civil hospital at Hazratganj.

    However, the Met Department has issued alerts for heavy rain across 12 districts in the next 24 hours including Sant Kabir Nagar, Barabanki, Basti, Kushinagar, Lakhimpur Kheri and Sitapur.As per Additional Director General of Police, Law and Order, Prashant Kumar, all the districts where heavy rainfall has taken place and is likely to occur in days to come, the police units along with PAC units have been kept on alert. 

    “We have also intensified patrolling of UP 112 to quickly respond to those in distress in connection with rain-related incidents including electrocution,” said Kumar.

  • 13 killed in incidents of wall collapse in UP amid heavy rains

    LUCKNOW/UNNAO: Heavy rains brought down walls in parts of Uttar Pradesh on Friday, killing 13 people including nine labourers who were buried alive under the debris in the state capital.

    The state government has announced financial assistance of Rs 4 lakh to the families of the deceased.

    In Lucknow, an under-construction boundary wall of an Army enclave collapsed following overnight rains, leaving nine labourers dead and one injured, police said.

    “Some labourers were living in huts outside an Army enclave in the Dilkusha area. Owing to heavy overnight rains, the boundary wall of the Army enclave collapsed,” Joint Commissioner of Police (Law and Order) Piyush Mordia told PTI.

    “We reached the spot around 3 am. Nine bodies were pulled out from the debris. One person was rescued alive,” he said.

    District Magistrate Suryapal Gangwar said the injured has been admitted to Dr Shyama Prasad Mukherjee (Civil) Hospital. The deceased hailed from Jhansi district.

    President Droupadi Murmu, Defence Minister Rajnath Singh, Uttar Pradesh Governor Anandiben Patel, Chief Minister Yogi Adityanath and Deputy Chief Ministers Keshav Prasad Maurya and Brajesh Pathak expressed grief over the loss of lives in the incident.

    “I am deeply saddened by the news of death of people due to a wall collapse in Lucknow. My condolences to the bereaved families. I wish the injured a speedy recovery,” Murmu tweeted in Hindi.

    In Unnao district, four people including two children died in wall collapse incidents in Kantha and Chandpur Jhalihai villages.

    In Kantha, three siblings — Ankit (20), Ankush (4) and Unnati (6) — died after a wall of their house collapsed due to overnight rains, said Additional District Magistrate (Finance and Revenue) Narendra Singh.

    According to the villagers, the incident took place between 2 am and 3 am when the parents of the deceased had come out to assess the damage caused to their house due to rains.

    In a similar incident, 66-year-old Bal Govind died in Chandpur Jhalihai village, Singh said. The bodies have been sent for a post-mortem examination, officials said.

    Chief Minister Adityanath has directed officials to provide financial assistance of Rs 4 lakh to the kin of each of the deceased, his office said in a tweet in Hindi.

    In view of the heavy rains, Adityanath directed officials across districts to monitor relief work and ensure that financial help is provided to the affected swiftly, an official statement said.

    Financial assistance should also be provided to those whose houses have been damaged or animals have died, he said.

    The chief minister also ordered officials to conduct surveys to assess the damage caused to crops due to rains, the statement said.

  • UP: Muslim-centric parties to muster support against madrasa survey

    LUCKNOW: Muslim-centric parties in Uttar Pradesh will now launch a campaign and mobilise people to oppose a survey of madrasas.

    The parties that are a part of this initiative include the All India Majlis-e-Ittehadul Muslimeen (AIMIM), Peace Party and Rashtriya Ulama Council.

    AIMIM state unit president Shaukat Ali is already holding meetings in various districts to mobilise people from the Muslim community over the issue and gear up the party cadre.

    He said that the AIMIM chief Asaduddin Owaisi has termed the survey of madrasas as a “mini- NRC” and alleged that the UP government was “harassing” the Muslim community in the name of a survey.

    Peace Party chief Mohammad Ayub said party leaders and workers have launched an awareness campaign in the east UP districts to enlighten the community over the Bharatiya Janata Party (BJP) government’s order on the madrasa survey.

    It is a plan to “polarise” the Hindu and Muslim communities on the issue, he observed.

    “The Uttar Pradesh government knows people from the weaker section of the Muslim community are not in a financial position to admit their wards to regular schools. With the help of donations, madrasa management give free education, food and lodging facilities to students. Free education for every child is the Constitutional responsibility of the government. Instead of fulfilling its responsibilities, the government is trying to close madrasas,” he said.

    The national president of Rashtriya Ulama Council (RUC), Maulana Aamir Rashadi Madani, said there was an uneasiness in the Muslim community over the survey of madrasas across the state.

    “Muslim bodies and organisations running madrasa should join hands to oppose the state government order. It is a conspiracy against the Muslim community, and we will have to prepare a work plan to challenge the government plan to close madrasas,” he said.

    THIRUVANANTHAPURAM: Under attack from the CPM for Rahul Gandhi’s Bharat Jodo Yatra spending only two days in the BJP-ruled Uttar Pradesh, the Congress has reworked the yatra’s itinerary, extending its stay in the key state to five days. The Congress leadership though put up a brave face, saying the yatra was originally scheduled for five days in UP.

    The CPM’s official twitter handle on Monday posted a poster with a tag line, ‘strange way to fight BJP-RSS’, and wondering whether the Yatra that spends 18 days in Left-ruled Kerala and two days in BJP-ruled UP was meant to unite India or just Congress’ seats in the southern state. The tweet sent ripples across the political spectrum, prompting the Congress national general secretary (communications) Jairam Ramesh to retort that the “CPM is the ‘A’ team of BJP in the land of Mundu Modi”.

    However, the Congress leadership on Tuesday made it clear that the yatra will be in UP for five days. Jairam Ramesh told TNIE that the yatra was planned for five days in UP from day one and there is no change of plan following the CPM’s jibe.“It was an idiotic tweet by the CPM. They got it wrong which led me to reply that they should have done their homework on how and why the yatra was planned the way it is,” he said.

    A Congress source from New Delhi said the yatra schedule for UP was changed from two days to five days even before the CPM’s criticism. The schedule for each state was finalised based on length of the route, topography and the security aspects, said the source.

    A source close to Rahul said the Nehru scion shares a good rapport with CPM general secretary Sitram Yechury and must have heeded to the Left leader’s opinion to extend the stay in UP. Rahul would be spending a maximum of 21 days in Karnataka and Rajasthan. Incidentally, both these states are going to polls next year. Then the question arose on why the yatra completely avoided Gujarat, Chhattisgarh and north-eastern states.

  • UP all set for private madrassas survey, proprietors fear repressive action

    LUCKNOW: With the Uttar Pradesh government set to conduct a survey of private madrassas, proprietors of the theological schools fear that their institutions may be declared illegal and “run over by bulldozers”.

    According to sources, the fear was expressed by them on September 6 in New Delhi at a meeting of the Jamiat Ulema-e-Hind, one of the leading organisations of Islamic scholars belonging to the Deobandi school of thought.

    However, state minister Danish Azad Ansari said the apprehension has no basis.

    The Muslim body’s president Maulana Arshad Madani said, “Nobody has any objection if the government wants to conduct a survey of private madrassas but care should be taken so that it doesn’t interfere in their internal matters.”

    The sources said it was decided at the meeting that views of the Muslim community will be placed before the government, a close eye will be kept on the exercise and a steering committee be formed to protest any wrongdoing.

    It was also decided to hold a meeting on September 24 in Darul Ulum Deoband to chalk out the future course of action. Earlier, AIMIM chief and Hyderabad MP Asaduddin Owaisi and BSP supremo Mayawati had raised questions over the exercise, for which teams were to be formed by September 10.

    The government has maintained that the exercise is aimed at streamlining private religious seminaries so that students there could learn science and computers.

    AIMIM chief Owaisi had described the exercise as “mini NRC” (National Register of Citizenship).

    BSP supremo Mayawati has alleged that the government is trying to interfere in the internal matters of the seminaries with an intention to “terrorise” Muslims.

    Meanwhile, UP’s Minister of State for Minority Affairs Danish Azad Ansari assured us that no centre will be razed.

    “Those expressing such an apprehension should tell if any madrassa was brought down by any bulldozer in the previous five years of the state government. The anxiety has no basis,” he said.

    The lone Muslim minister in Yogi Adityanath’s government said the state government is working honestly to bring madrassas into the mainstream. “The purpose of the survey is to know the actual condition of the madrassas and help these in lifting their standard,” he added.

    The minister said during the survey, owners of private madrassas will be asked which schemes of the government they wanted. They will also be given information about development programmes run by the government for minorities.

    “Relevant papers and forms regarding schemes for minority communities will be made available to them during the survey so that welfare schemes reach villages and towns deprived of them till now,” Ansari said.

    Ansari asked critics to stay away from politics “if they are supporters of Muslim upliftment”.

    All-India Muslim Personal Law Board member and Lucknow city Qazi Maulana Khalid Rasheed Farangi Mahli too criticised Owaisi for dubbing the survey as “mini NRC” and said everything should not be politicised.

    He, however, said before carrying out the survey of private madrassas, the state government should strengthen the arrangements in government-affiliated madrassas and a similar survey be conducted in every primary school run by the government.

    The Uttar Pradesh government had on August 31 taken the decision to conduct the survey to assess basic facilities available in private madrassas. There are 16,461 such theological schools in Uttar Pradesh at present, of which 560 are registered with the government and getting financial assistance.

    Teams formed for the survey will include the deputy commissioner, district basic education officer and the district minority welfare. They will complete the exercise by October 15. The DMs should hand over the reports to the state administration by October 25.

    Sources said basic information like the name of a madrassa, its owner, whether it is run from rented premises, the number of students enrolled, and arrangements of drinking water, toilet, power supply and furniture will be collected.

    It will also seek information about the number of teachers in every theological school, syllabus followed, source of income and whether the institutions are linked with any NGO.

    Teams formed for the survey will include the deputy commissioner, district basic education officer and the district minority welfare. They will complete the exercise by October 15. The DMs should hand over the reports to the state administration by October 25.

    Sources said basic information like the name of a madrassa, its owner, whether it is run from rented premises, the number of students enrolled, and arrangements of drinking water, toilet, power supply and furniture will be collected.

    It will also seek information about the number of teachers in every theological school, syllabus followed, source of income and whether the institutions are linked with any NGO.

  • UP proposes to develop ‘State Capital Region’ on lines of NCR amid increasing population pressure

    LUCKNOW: The Uttar Pradesh government has made a proposal to develop a ‘State Capital Region’ (SCR) afloat on the lines of ‘National Capital Region’. The proposed SCR will be inclusive of seven districts including the state capital Lucknow and adjoining Kanpur covering a total area of 28,000 square kilometres.

    While issuing the directives to officials concerned over the proposal, CM Yogi Adityanath named it Uttar Pradesh State Capital Region (UPSCR). The CM stressed the need to develop UPSCR to ensure the planned development of some of the cities in the wake of increasing population pressure.

    In a meeting with senior officials of the housing and urban planning department, Awas Vikas Parishad and all urban development authorities late on Friday night, the CM said that UPSRC should include districts like Unnao, Sitapur, Rae Bareli, Barabanki, Kanpur Nagar and Kanpur Dehat along with Lucknow.

    Seeking a detailed action plan to implement towards the development of UPSRC, CM Yogi said that since Lucknow was equipped with state-of-the-art urban and metropolitan facilities, people from different cities want to come here and make it their permanent abode.

    “The population is increasing in neighbouring districts as well and there are complaints of unplanned development which should be corrected as soon as possible,” said the CM.

    The CM also asked the concerned officials to start the development of the Lucknow Green Corridor at the earliest. To add to the development of the state capital Lucknow, the CM said that a proposal for the development of the next phase of the Lucknow Metro should be prepared and presented to him within a week as the users of the Lucknow Metro were increasing.

    Till 2019, about 72,000 passengers were using the metro daily. Proposed to establish a well-equipped convention centre in Lucknow to host major international events as, the CM said, the city of nawabs had its own significance in the scheme of things by virtue of being the state capital.

    “A proposal for a  project in an area of at least 35 acres should be prepared for the purpose,” he added.

    The CM sought a development plan for 13 major cities of the state including Lucknow, Kanpur, Gorakhpur, Moradabad, Saharanpur, Jhansi, Mathura, Bareilly, Meerut, Agra, Chitrakoot, Varanasi and Prayagraj under the Leeds-2021 policy.

    Focusing on Ayodhya, given its importance due to the construction of the Ram Temple, the CM said that it should be developed as a solar city which will give the world the message of energy conservation. “Work on murals at historical places, Ram Katha gallery, open-air theatre etc should be completed in time and cultural mapping of the Ramayana tradition should be carried out. Ramayana galleries should also be constructed along the Ram Van Gaman Path,” he said.

    “The government will provide all urban facilities to Ayodhya while preserving its ancient culture,” CM Yogi added. Giving a further boost to spiritual and religious tourism, the CM directed the officials to complete the ropeway project for the darshan of Radha Rani in Barsana by December this year.     FIROZABAD: The BJP said it has expelled a corporator of the Firozabad Municipal Corporation for allegedly buying a seven-month-old boy from child traffickers.

    Vineeta Agarwal, the corporator from ward number 51, and her husband Krishna Murari Agrawal had paid Rs 1.80 lakh for the infant as they wanted to have a male child though they had a daughter.

    Chief of BJP’s Firozabad Mahanagar (city) unit Rakesh Shankhwar on Tuesday said the corporator has been suspended from the party with immediate effect.

    In the letter sent to the corporator, it was mentioned that the decision to expel her was taken after the Firozabad Mahanagar complained to the party’s state unit regarding her “behaviour”, he said.

    The child was stolen from a platform of the Mathura junction on August 24 and recovered by the Government Railway Police. Eight people, including Vineeta Agarwal and her husband, have been arrested in the case.

    MUZAFFARNAGAR: Two men, belonging to the upper caste, have been arrested for thrashing a Dalit man with their shoes.

    One of the alleged accused is the head of the village.

    The incident had taken place around a fortnight ago at Reta Nagla village in Chappar region, but the police swung into action only after a video clip of the incident went viral on social media.

    According to reports, Dinesh Kumar, 41, a Dalit labourer, had allegedly made some comments about the village pradhan, Shakti Mohan Singh, which seemed to have ‘offended’ the latter.

    To resolve the matter, Gaje Singh, a former pradhan of an adjacent village, Reta Nagla, called the two to his home.

    During the meeting, Shakti Mohan allegedly lost his temper and attacked Dinesh with his shoes. Gaje joined him soon in beating the man.

    After a video of the incident, shot on a mobile phone, started doing the rounds on social media, the Muzaffarnagar police took suo-motu cognisance and filed an FIR at the Chhapar police station.

    Senior Superintendent of Police (SSP) Vineet Jaiswal said on Sunday, “We have taken the accused into custody. They have been booked under various sections of the IPC as well as the SC/ST Act.”

  • UP boy beaten up by teacher for not paying fees, succumbs in hospital after 8 days

    LUCKNOW: In an incident similar to the one in Rajasthan’s Jalaur, a student of class 3 in Shravasti district of Uttar Pradesh lost his life to the cruelty of teacher who thrashed him badly for not paying the fees. The student died in a hospital in Bahraich on Wednesday.

    As per the police sources, the incident took place at Pandit Brahmin Uchchattam Madhyamik School Chaulahi under Sirsiya police station area in Shravasti on August 8.

    Shravasti police authorities confirmed the incident saying that a case was lodged in the matter against the teacher under various relevant sections of IPC on the basis of a complaint submitted by the uncle of the 13-year-old victim Brijesh Vishwakarma.

    Shravasti’s Superintendent of Police (SP) Arvind K Maurya said: “The 13-year-old student who was studying in class 3 died in a hospital in Bahraich on August 17. His uncle complained that he was beaten by his school teacher on August 8. Case has been registered under relevant sections and further investigation is underway.”

    The family of the deceased alleged that the boy was beaten mercilessly by the teacher as his school fees was not deposited.

    The sources claimed that teacher Anupam Pathak initially slapped the child for not bringing the fees. The child reportedly kept begging for mercy but the teachers did not stop and thrust himself upon the back of the student and continued to thrash him which led the child to turn unconscious. After sometime when he regained consciousness, the school principal also threatened him of dire consequences if he shared the incident with his parents.

    The local sources said that as the child reached home, the family members rushed him to the district hospital where the doctors referred him to Bahriach Medical College owing to his serious condition. The boy succumbed to his injuries after battling for life for eight days.

    Victim’s brother Rajesh Vishwakarma said that he had deposited the school fee – Rs 250 per month – online. But the teacher did not know about it, and thrashed his brother. “His hand was fractured and there was internal bleeding which led to his death,” Vishwakarma added.

    Student’s family, along with some local people demonstrated at Bhinga-Sirsia Marg. They were then assured by the police of thorough investigation.
