  • Opposition walks out of Rajya Sabha over demand for debate on Chinese border attack

    By PTI

NEW DELHI: The entire opposition led by the Congress on Wednesday staged a walkout from the Rajya Sabha after their demand for a discussion on the Chinese aggression on the border was disallowed.

Leader of Opposition and senior Congress leader Mallikarjun Kharge said the opposition parties wanted a debate to get full information on the Chinese aggression and encroachment on Indian territory, and that they stand by the Army and the country.

But Deputy Chairman Harivansh said there was no notice before the Chair and a debate cannot be allowed on the issue.

Opposition MPs shouted slogans for some time before staging a walkout. Those who walked out included MPs of Congress, Left, TMC, NCP, RJD, SP, JMM, and Shiv Sena.

Earlier Kharge said opposition parties want a “detailed discussion in the House” on the Chinese aggression and encroachment at borders.

Defence Minister Rajnath Singh in his statement on the clash between Indian and Chinese troops in the Tawang sector hasn’t informed of the actual situation on the border.

“Our effort from the start has been that we get full information and the country is also informed of what the actual situation there is,” he said, adding there was some information that China has built bridges on vacant land.

Harivansh said there is no notice given by any of the opposition parties on the issue.

“There is no permission for discussion,” he said, and called for taking up the listed zero-hour submissions.

Kharge continued to speak but his mike was switched off.

“We are for the country. We are with the army,” he said.

Thereafter, the opposition MPs started raising slogans.

The Deputy Chairman said he had on Tuesday stated that clarifications on Defence Minister’s statements were not allowed as it was a sensitive issue.

Not satisfied, the opposition MPs staged a walkout.

  • Himachal Congress MLAs authorise Kharge to name CM; Pratibha Singh front runner

    By IANS

SHIMLA: After day-long deliberations and “infighting”, the Congress Legislature Party (CLP) in Himachal Pradesh that met here on Friday adopted a single-line resolution authorising party President Mallikarjun Kharge to take a final call on naming the Chief Minister.

The resolution authorising the party chief was moved by present CLP Leader Mukesh Agnihotri and seconded by Sukhwinder Sukhu, both contenders for the Chief Minister’s post.

The meeting was chaired by Chhattisgarh Chief Minister Bhupesh Baghel, former Haryana Chief Minister Bhupinder Singh Hooda and Himachal Congress in-charge Rajeev Shukla.

Of the 40 Congress MLAs, 39 were present in the meeting. Ghumarwin legislator Rajesh Dharmani was not there as he was on his way to Shimla.

Shukla introduced all the MLAs and later the central leaders had one-to-one meetings with each of the MLAs to take their feedback on the CM candidate.

Earlier, high drama continued ahead of the crucial meeting of newly-elected 40 Congress legislators to nominate the legislature party leader as it was delayed till Friday night, for the third time in a row.

The party observers earlier in the day met Governor Rajendra Vishwanath Arlekar to hand over list of the MLAs showing the strength to form the government.

The meeting was postponed thrice with Member of Parliament and state unit chief Pratibha Singh’s supporters raising slogans in her favour, demanding her appointment as the Chief Minister.

The wife of former Chief Minister Virbhadra Singh is believed to be the frontrunner for the top job.

A day after getting majority in the 68-member Assembly, the new Congress lawmakers were to meet in the state capital in the presence of party’s observers to nominate the legislative party leader.

The Congress on Thursday got an absolute majority in the Assembly elections, winning 40 seats – six more than the half-way mark of 34, while the outgoing BJP was reduced to 25.

While outgoing Chief Minister Jai Ram Thakur won, many of his ministers, including Suresh Bhardwaj, Ram Lal Markanda, Sarveen Chaudhary, Rakesh Pathania, Govind Thakur, Virender Kanwar, and Rajiv Saizal lost the election.

Three Independents, comprising two BJP rebels and one Congress, emerged victorious.

Himachal Pradesh has not voted any incumbent government back to power since 1985.

Considering the family legacy and contribution, Pratibha Singh had sought votes in the Assembly polls on development carried out by her husband Virbhadra Singh during his six terms as the Chief Minister.

Pratibha Singh, who had not contested the Assembly polls, missed no opportunity to remind the electorate that the victory in the Assembly election “will be a tribute to him (Virbhadra Singh)”.

“Not only the Congress supporters but also from other parties voted for us as a tribute for Virbhadra Singh,” said Pratibha Singh, who won the Mandi seat in the 2021 Lok Sabha bypoll and was appointed state chief well-ahead of the Assembly polls

She had spearheaded the poll campaign on the legacy of Virbhadra Singh, and banked on the party’s promise to bring back the Old Pension Scheme (OPS) that will benefit 225,000 employees, a crucial vote bank.

  • Kharge talks tough on accountability from ‘top to bottom’, Congress plenary in Feb in Raipur

    By PTI

NEW DELHI: Congress President Mallikarjun Kharge on Sunday sent out a stern message to leaders to perform or make way for others, and strongly pitched for accountability of office-bearers “from top to bottom” as he presided over the first meeting of the party’s steering committee.

During the meeting at the AICC headquarters here, the Congress also decided to hold its plenary session in Raipur, Chhattisgarh, in the second half of February, where Kharge’s election as president would be ratified.

As the Congress plans to end the Bharat Jodo Yatra by January 26, the Committee decided to continue its mass outreach with the ‘Haath Se Haath Jodo Abhiyan (Joining Hands campaign)’ till March 26, during which foot marches will be taken out from village to block and district levels and will culminate as public rallies at state headquarters.

The party will also hand out a letter by Rahul Gandhi talking about the core message of the yatra, along with a “charge sheet” against the Modi government.

The party also plans to take out state-level marches by women party workers across the country which will be led by Priyanka Gandhi Vadra.

In his introductory remarks at the meeting, Kharge batted for organisational accountability in the party and said those unable to fulfil their responsibilities will have to make way for their colleagues.

He also asked whether the party in-charges have visited their respective areas for even 10 days in a month.

He also asked state in-charges to submit a roadmap for holding mass movements for raising people’s issues over a period of 30 to 90 days and sought a schedule of planned programmes in states where elections are due before 2024.

“I believe that the biggest part of our responsibility towards the party and the country is — organisational accountability from top to bottom.

If the Congress organisation is strong, accountable and lives up to the expectations of the people, only then we will be able to win elections and serve the people of the country,” the Congress chief said.

During the meeting of the steering committee, which replaced the party’s top decision-making body Congress Working Committee (CWC) till the plenary, the party stressed on unity and urged members to work with a sense of collective purpose to ensure the Congress’ victory.

The Congress is mired in factionalism in several states including in Rajasthan and Chhattisgarh, the two states where it is in power of its own.

“The victory of the party will be the victory of every leader and karyakarta and a victory for the idea of India that guided our freedom movement and is enshrined in our Constitution,” the party statement said.

During the meeting, the leaders also discussed the party’s prospects in Gujarat and Himachal Pradesh, with in-charges in these states giving their reports.

Talking tough, Kharge sent out a stern message to office bearers, saying while there are very responsible people in the party who were doing their duty, “some people had assumed that lack of responsibility will be ignored”.

“This is neither right nor acceptable. Those who are unable to fulfil their responsibility will have to make way for their other colleagues,” he said.

Kharge said he would like the general secretaries and state in-charges to first fulfil responsibilities.

“You should introspect whether as general secretaries and in-charges of states you tour your respective areas under your charge for at least 10 days in a month. Have you visited every district unit and discussed issues with party leaders, inquired about local problems and issues?” Kharge said.

Kharge asked the in-charges if all the District Congress and Block Congress Committees have been formed under them and whether the organisation is fighting for the people’s issues.

“Have more and more new faces been given a chance at the block and district levels? “How many units are there where the district and block units have not been changed for five years? How many times agitations have taken place on the directives of the AICC on local problems,” Kharge said.

He also said unless general secretaries and in-charges, secretaries, state Congress chiefs, party MLAs and MPs do not prepare a blueprint for actions at the ground level, “our responsibilities cannot be fulfilled”.

“I hope that all of you will prepare a blueprint for the organisation and mass movements and discuss it with me in the next 15 to 30 days,” the Congress chief said.

The Committee unanimously resolved that the 85th Plenary Session of the Congress will be held at Raipur in Chhattisgarh in the second half of February 2023, Congress general secretary K C Venugopal said at a press conference.

Chhattisgarh is going to polls later next year.

“We will have a discussion on various subjects at this three-day plenary session. There will also be a big public meeting,” he said.

The steering committee meeting also held a review of the Bharat Jodo Yatra and a future course of action was decided upon.

“It has been decided that a massive campaign ‘Haath Se Haath Jodo Abhiyan’ will be carried out from January 26 for two months,” he said.

Venugopal said it is not practical for Rahul Gandhi to attend the winter session of Parliament as he is undertaking the yatra.

Asked whether the new CWC will be an elected body, Congress general secretary in-charge communications Jairam Ramesh said that it would be formed as per the Congress Constitution.

He said the party is aiming to finish the Kanyakumari to Srinagar yatra by January 26.

It will enter Delhi on December 24 and the containers will be serviced for a few days here, he said.

In a statement, the party said it has a critical role to play in finding solutions to challenges before the country.

The committee also noted the “overwhelming success” of the Bharat Jodo Yatra and the wide participation of lakhs of people.

“The Committee particularly appreciated the leadership of former president Rahul Gandhi, whose ‘Tapasya’, unfailing determination, and love for India and her people have been critical to the success of the Yatra,” the party said.

The Congress attacked Prime Minister Narendra Modi, saying while India faces challenges, he continues to “deny, distract and divide”.

“His inflammatory rhetoric during the recent election campaigns in Gujarat and Himachal Pradesh has further polarised the polity and society at a time when serious discussion and debate are needed,” it alleged.

Kharge claimed Bharat Jodo Yatra has taken the form of a national movement, saying that it is scripting history under the leadership of Rahul Gandhi.

“It is a movement that has called for a decisive war against the back-breaking inflation, unemployment, intolerable economic and social inequality, and the politics of hatred in the country,” he said The biggest success of this journey is that the Bharat Jodo Yatra has taken the form of a national mass movement, he said.

He also said it is the duty of Congress persons to fight against ruling forces that sow “seeds of hatred” and “reap fruits of division”.

This is our ‘rashtradharm’, he added.

Besides Kharge, former party chief Sonia Gandhi, Rajasthan Chief Minister Ashok Gehlot, his Chhattisgarh counterpart Bhupesh Baghel, general secretary in-charge organisation Venugopal, senior leaders P Chidambaram, Anand Sharma, Meira Kumar and Ambika Soni were among those who attended the meeting.

Rahul Gandhi did not attend the meeting due to the Bharat Jodo Yatra which is set to enter Rajasthan on Sunday evening.

Priyanka Gandhi Vadra was also not present at the meeting.

NEW DELHI: Congress president Mallikarjun Kharge on Wednesday asked the Modi government what will it gain by “snatching away” the money from poor students, a day after it stopped scholarships for minority students of classes 1 to 8.

On Tuesday, the government limited its pre-matric scholarship scheme meant for minority communities to students of classes 9 and 10, stating that the Right to Education Act covers compulsory education up to class 8 for all students.

Earlier, the pre-matric scholarship used to cover education for grades 1 to 8 as well as for students belonging to minority communities.

SC and ST students are covered from classes 9 and 10 only on a full-time basis under the pre-matric scholarship scheme.

“Narendra Modi ji, your Government has shut down Pre- Matric Scholarship meant for SC, ST, OBC and Minority students of Class 1 to Class 8. What is the point of depriving scholarships to poor students? How much will your Government earn or save by snatching this money from poor students,” Kharge asked.

The government, in a notice, justified its decision by underlining that the Right to Education (RTE) Act, 2009 makes it obligatory for the government to provide free and compulsory elementary education (classes I to VIII) to each and every child.

“Accordingly only students studying in classes IX and X are covered under the Pre-Matric Scholarship Scheme of the Ministry of Social Justice & Empowerment and the Ministry of Tribal Affairs. Likewise from 2022-23, the coverage under the pre-matric scholarship scheme of the Ministry of Minority Affairs shall also be for classes IX and X only,” the notice said.

The decision drew sharp reactions from political parties, with the Congress and BSP accusing the government of a conspiracy against the poor.

“The BJP has been continuously doing such things for the past eight years whether it was cutting the budget of SC/ST/OBC and minorities or it was about atrocities against them or ending their welfare schemes and now this. We do not accept this. We will run a movement against it. Immediately take back this decision,” Congress leader Randeep Surjewala said.

BSP leader Danish Ali claimed that the government has found a new way to keep these poor children away from education by stopping the scholarship given to minority students between classes 1 and 8.

“Yes, don’t forget that educated children take the country forward irrespective of the community they belong to,” Ali tweeted.

  • Gujarat polls: Time to rebuild Mahatma Gandhi’s land by ending BJP’s misrule, says Congress

    By PTI

NEW DELHI: Congress president Mallikarjun Kharge and party leader Rahul Gandhi Tuesday slammed the BJP for its 27 years of “misrule” in Gujarat and said it is time to rebuild Mahatma Gandhi’s land.

Calling upon the people to reject the BJP in the upcoming assembly polls, Kharge attacked the ruling party over inflation and unemployment while alleging that it has “betrayed” farmers.

Gandhi, on the other hand, hit out at the state government over reported deaths due to spurious liquor in Junagarh.

“In ‘dry state’ Gujarat, people died again yesterday due to spurious liquor! On one hand, there is a show-off liquor ban, on the other people are dying due to poisonous liquor and drugs. Instead of employment, the government is giving poison. This is the BJP’s ‘Gujarat model’! The land of Gandhi-Sardar has been inebriated,” Gandhi said in a tweet in Hindi.

With the tweet, he used the hashtag ‘#RejectBJP’ to urge people not to vote for the party.

There were media reports about two deaths in Gujarat’s Junagarh due to spurious liquor.

In July, 42 people lost their lives in Gujarat’s Botad district after consuming hooch.

Hitting out at the BJP in Gujarat, Kharge asked, “Why is every section of Gujarat — youth, farmers, women, small businessmen, Dalits, tribals, and the backward classes — are suffering.” Gujarat demands answers and accountability for the last 27 years of BJP rule, the Congress national president said.

He alleged that the income of the people of Gujarat is less than the national average and also claimed that due to the BJP, seven crore Gujaratis have a debt of Rs 4.5 lakh crore.

“The CAG has warned that Gujarat is getting trapped in a debt cycle. The BJP has given nothing but economic burden and social hatred to the people of Gujarat,” Kharge said.

“Now is the time for a change! To root out the BJP’s 27-year misrule in Gujarat! The time has come to rebuild the Gujarat of Mahatma Gandhi, Sardar Patel, Morarji Desai, Balwantrai Mehta and Chimanbhai Patel! The Congress will come, will bring happiness to the people of Gujarat,” he said in a series of tweets.

Kharge also alleged that Gujarat suffered badly during the Covid period.

There is a huge shortage of health workers with 90 per cent of posts in community health centres vacant.

Privatization initiated by the BJP is making healthcare unbearable for lakhs of people of Gujarat, he claimed.

Claiming that Dalits and Tribals in Gujarat are exploited Kharge accused the BJP of “protecting criminals”.

The Una incident, in which Dalits were publicly beaten up under the protection of the administration, shook the conscience of every Indian.

Tribals were not given rights and Panchayats Extension to the Scheduled Areas (PESA) was not implemented, he alleged.

“Demonetisation, wrong GST and lack of help during the Corona period have broken the back of every section of Gujarat. People’s life has become difficult due to the constant tremors of inflation. GST has been imposed on flour, pulses, milk, pencils, medicines and from treatment. Betrayed farmers of Gujarat, MSP hike was low. Modi Ji had promised the farmers of the country that he will give cost plus 50 per cent MSP. This turned out to be the biggest betrayal of the farmers. The farmers of Gujarat are also fed up with the rising prices of fertilizers, diesel, GST, electricity and inputs,” the Congress leader said in a series of tweets in Hindi.

Gujarat elections will be held in two phases on December 1 and 5 and the results will be out on December 8.

  • Congress sacrificed two prime ministers in terror fight: Kharge counters PM Modi

    By PTI

AHMEDABAD: A day after Prime Minister Narendra Modi accused Congress of playing vote bank politics over terrorism, Congress chief Mallikarjun Kharge on Monday said his party had sacrificed two prime ministers in the fight against terrorism.

Kharge questioned whether any leader of the Bharatiya Janata Party (BJP) had fought for the freedom of the country.

“We have done the work to fight against terrorists. To maintain peace in the country, we have sacrificed our leaders. Indira Gandhi sacrificed her life to keep the country united. Rajiv Gandhi was martyred for the unity of the country. Is there a leader in the BJP who at least fought for the freedom of the country?” Kharge asked.

Addressing a rally in Kheda in poll-bound Gujarat on Sunday, the prime minister had said Congress views terrorism from the prism of the vote bank”.

He also said, “terrorism was not over yet and the politics of the Congress has also not changed”.

“Here (in Congress), we have lost our two famous and world-respected prime ministers to strengthen and unite the country. This is an election of the state Assembly and not of Parliament. We are here before you with the issues affecting the state. It is better if he (Modi) talks about the successes and failures of the state,” Kharge said.

On the BJP’s poll promise of implementing the Uniform Civil Code in Gujarat, Khrage said it was an attempt to divide society and create controversy for votes.

“They (BJP) are provoking Congress and other leaders to speak up and get angry. Their aim is to provoke us and divide society, but we are not going to fall into their trap,” he said.

Slamming Modi for seeking votes in his name and claiming only he contributed to the progress of Gujarat as if there were no leaders before him, Kharge said the prime minister keeps talking about the Congress has done nothing in the past 70-odd years.

“If any party built the country in 70 years, it was Congress,” Kharge said, adding, unlike Modi, he does not take credit for the several thousand crore worths of projects sanctioned when he was Union minister.

Attacking the BJP’s ‘Gujarat model’ of development, the Congress president said there were five lakh vacancies in government departments, including that of 28,000 teachers.

“The state’s debt is rising sharply. When we went out of power, we left a debt of Rs 10,000 crore. Today it has swelled to Rs 3.40 lakh crore, and is going to increase further to Rs 4.60 lakh crore during the current fiscal,” Kharge said.

“The so-called “Gujarat model” is about 4 lakh COVID-19 deaths. They changed three chief ministers in six years. If you change three CMs, it means that you did nothing here. Otherwise, there was no reason to change them,” Kharge said.
