Results of Cleanliness Survey 2020 organized by Government of India’s Housing and Urban Affairs Ministry were declared today on August 20, 2020, and Chhattisgarh has earned the status of the cleanest state of the country. Chief Minister Mr. Bhupesh Baghel and Urban Administration Minister Dr Shivkumar Daharia received the award at hands of Union Ministry of Housing and Urban Affairs Mr. Hardeep Singh Puri at the virtual online award ceremony.
This was the first national award ceremony organized online. During the award distribution, Chief Minister Mr. Bhupesh Baghel gave information about Godhan Nyay Yojana and dung procurement being conducted across Chhattisgarh to the Union Minister. Union Minister Mr. Puri said that Godhan Nyay Yojana and dung procurement system is a good commercial model and praised the exemplary initiatives of Chhattisgarh Government. On the occasion, Chief Minister said that our aim is to maintain the top position of Chhattisgarh in Cleanliness Survey next year as well. He told Union Minister that in Chhattisgarh, waste is being converted into fertilizer. Dung procured at Rs 2/kg is being utilized for preparation of vermi-compost. This has enhanced cleanliness in villages and cities. Chief Minister said that this scheme is being implemented in villages as well as cities.
Dung is being purchased in 377 dung procurement centers set up in urban areas of the state. This scheme has helped in increasing income of people. Union Minister Mr. Puri congratulated Chief Minister Mr. Baghel and Urban Development Minister Dr. Dahria for the excellent performance of Chhattisgarh in the cleanliness survey.
Chhattisgarh has performed excellently in the Swachh Survekshan (Cleanliness Survey) 2020, while many small and big cities of the state have gained national fame. Patan Nagar Panchayat has got the status of the cleanest city of the country in the category of ‘population less than 25 thousand’. Similarly, Jashpurnagar has secured the top position in the country in the Cleanliness Survey, under the category of population 25 to 50 thousand, Dhamtari won the cleanest city award in population of 50 thousand to 01 lakh category and Ambikapur has got the status of the cleanest city in the country in the category of population 01 to 10 lakh.
Besides, among the other 10 cities of the state, Bhilai holds the 34th rank, while in the category of population of 50 thousand to 01 lakh, Bhilai-Charoda ranks second, Chirmiri ranks third, Birgaon ranks fourth, whereas in the population category of 25 to 50 thousand, Kawardha ranks second, Champa ranks fifth, Akaltara ranks 74th, and in the less than 25 thousand population category, Narharpur ranks second, Saragaon ranks third and Pipariya ranks fourth. On this occasion, Chief Minister Bhupesh Baghel and Urban Administration Minister Dr. Shivkumar Dahria congratulated the urban bodies and the people of the state, and called on them to continue their cooperation in the same way.
In order to make the state number one in cleanliness, there was an unprecedented contribution of Swachhta Didis, Swachhta Commandos, officers and employees working in all cities. People of Chhattisgarh also played an important role in achievement of higher ranks in the survey. Public Awareness in the state was created through various departmental schemes such as Mission Clean City, Cleanliness Makeup, Facility 24, FSTP Management, Nidaan 1100 as well as various promotional activities. With the contribution of people of the state, Chhattisgarh reached the pinnacle of cleanliness. The Cleanliness Survey 2020 was different from previous Cleanliness Surveys in many ways. This time, 6000 points were prescribed for the cleanliness test, in which the state of Chhattisgarh has performed excellently and achieved the title of the best state in the country. With this, Chhattisgarh has also achieved the status of being the first ODF plus state in the country.
Chhattisgarh also won the title of garbage free city in star rating
Government of India conducted the Cleanliness Survey across the state. First ODF plus plus survey of the entire Chhattisgarh was also conducted. After ODF Plus Plus survey, the survey of garbage free city (star rating) and cleanliness survey of entire Chhattisgarh was done. After the survey, Chhattisgarh was declared ODF plus plus state by the Government of India. Chhattisgarh became the first state in India to have ODF++ grade. Chhattisgarh has also won the garbage free city (star rating). Ambikapur, a city in Chhattisgarh has been given 5-star city status and 9 cities have been awarded 3-star status and 5 cities have been awarded 1 star city status by the Government of India. During the award distribution ceremony, Secretary of Chhattisgarh’s Urban Administration Department Ms. Alermelmangai D, Additional CEO of SUDA Mr. Soumil Ranjan Choubey and Advisor Dr. Nitesh Sharma were also present at the Chief Minister’s residence.
Chhattisgarh prepared for this mega survey of cleanliness in the following manner
★ 100% door to door garbage collection – Every day garbage collection is done by 166 bodies of Chhattisgarh from every house. 100 points were set by the Government of India for this task.
★ Segregation of dry and wet garbage from home – All 166 bodies collect waste from home and transport it to the processing plant. For this, 125 points were set by the Government of India.
★ Online Monitoring- door to door garbage collection vehicles and all Swachhta Didis, Safai Mitra were monitored online, 40 points were set by the Government of India for this task.
★ Waste Picker – waste pickers were given employment under Mission Clean City Scheme. All the West Pickers included in the scheme were issued ration cards, Aadhaar cards, life insurance cover and other government benefits. 65 points were set by the Government of India for this task.
★ Sweeping twice a day – In all 166 municipal bodies, sweeping work is done morning and night i.e. twice daily. 50 points were set by the Government of India for this task.
★ Plastic Waste Management- Plastic has been banned in all 166 municipal bodies. Penalty was imposed by the bodies from time to time to discourage the use of plastic. Plastic bag seizing was done in full swing, and 30 points were set for this task.
★3R Principle- Residue, Reuse and Recyle- All the 166 urban bodies followed the 3R principle through innovations such as Neki Ki Diwar, Bartan Bank, Home Composting. 50 points were set for this task.
★ 100% disposal of domestic waste- All the municipal bodies ensure door-to-door collection of waste and 100% disposal of the same is done in SLRM center. 380 points have been set for this task.
★Construction and Demolition Waste Management- 100% disposal of construction and demolition waste is ensured by the 166 municipal bodies. 50 points have been set for this task.
★ Suvidha 24 toilets – Community cum public toilets have been constructed in place for the convenience of citizens in all 166 bodies. The sewage coming out of the toilets is treated with 100% scientific method. The excreted sewage is transported through de-sludging vehicle to sewerage treatment plant / faecal sludge treatment plant and 100% treatment is done. For this task, 500 points were fixed by the Government of India.
★ Behavior change and publicity – Sanitation competition between mohallas, hospitals, markets, government buildings, hospitals, schools, hotels was organized by all bodies. The cleaning campaign was carried out from time to time. Posters and Wall paintings were used for creating public awareness. 160 points were set by the Government of India for this task.
★ Capacity Development – All the goods related to cleanliness are purchased online through Gem portal. To reduce the quantity of garbage, initiatives such as Neki Ki Diwar, Bartan Bank and home composting are being promoted. For this task, Government of India had 60 points.
◆ Innovation – Different innovative initiatives were taken by all urban bodies and citizens for cleanliness. A total of 80 points were prescribed for this work.
◆ Cleanliness App – The complaints received by all the urban bodies on the Cleanliness App are resolved within time frame. A total of 400 points were set by the Government of India to resolve the complaints received in the Cleanliness App.
Under Cleanliness Survey 2020, total 6000 points were prescribed for 6 categories, Details are as follows:-
– 1500 points for direct observation
– 1500 points for citizen feedback
– 1500 points for certification – 1000 points for Garbage Free City – 500 points prescribed for ODF Plus Plus.
– 1300 points were set for service-level process and 200 points for Swachh Survekshan League.
