Youth Congress chief Udaybhanu Chib emerges as the chief architect, with associates Shri Krishna Hari, Siddharth Avdhut, and Manish Sharma named as key players. The police allege these leaders premeditated the disturbance to defame the government internationally, leveraging the summit’s massive global audience from 100+ countries.

The high-security area saw 12 protesters, nine of whom bared their torsos in protest, leading to four immediate arrests.
