Western Unity Cracks as Russia Joins G20 Atlanta Meeting

Divisions among Western countries over Russia have come into sharper focus at the G20 foreign ministers' meeting in Atlanta, where Russian Foreign Minister Sergei Lavrov is taking part. The development has also cast doubt on whether the gathering can produce a shared position on economic matters.

The two-day meeting, chaired by US Secretary of State Marco Rubio, runs from October 30 to 31. It precedes the December G20 leaders' summit in Miami, which President Donald Trump is hosting. An invitation has been extended to Russian President Vladimir Putin, though it is not yet clear whether he will attend.

Lavrov's presence has reignited questions about international diplomacy during wartime. Observers are asking whether engaging Russian officials in global forums, while the conflict in Ukraine continues, signals a gradual return to normal relations with Moscow.

German Foreign Minister Johann Wadephul has said he will not avoid a group photo with all participants, since dialogue is part of his responsibilities. He was clear, however, that normal relations with Russia are not possible as long as the war goes on.

According to Washington-based security analysts, the United States and its European allies were closely aligned during the early phase of Russia's full-scale invasion of Ukraine. They opposed restoring normal ties with Moscow and avoided conferring legitimacy on Russia through routine diplomacy. Those analysts believe that unity has now fractured.

The current dispute follows an earlier one. At a G20 finance ministers' meeting in Asheville, North Carolina, in August, European representatives protested a bilateral meeting between US Treasury Secretary Scott Bessent and Russian Finance Minister Anton Siluanov. They also argued that Siluanov should be left out of the group photo.

Ukraine's exclusion has deepened the row. Because the invitation list was confined to formal G20 members, Ukraine was not included as a guest. A European policy analyst said that discussing Ukraine-related issues in a meaningful way would be nearly impossible with Lavrov present and Ukraine absent.

Analysts expect the conflicts in Ukraine and Iran to dominate the discussions, which could make it harder for foreign ministers to focus on the G20's economic agenda. The US administration has said it wants to bring the group back to its core priorities, including economic growth, deregulation, innovation, energy and trade.

Moscow has also expressed displeasure. Russian Foreign Ministry spokeswoman Maria Zakharova said visa procedures for the Russian delegation were completed at the last moment and suggested that not everyone in Washington welcomed Lavrov's attendance. Lavrov has said he will use the meeting to press for improvements in global economic institutions and to promote a multipolar international order.

It is not yet known whether the meeting will close with a joint statement from the foreign ministers or a chair's summary from the United States. A bilateral meeting between Rubio and Lavrov in Atlanta has also not been announced.
