DHS Secretary Mark Wein Mullin said the rule aims to tighten immigration controls, curb fraud, and strengthen national security through regular government oversight. The policy also reduces the grace period for F‑1 students after program completion, transfer, or status change from 60 days to 30 days. Changes to a course of study will face stricter scrutiny, and any student needing more time to finish will have to apply directly to USCIS for a stay extension.
