UN Security Council Reform: China Stresses Balanced Representation
A key goal of United Nations Security Council reform should be to address the surplus representation of developed countries, China's UN envoy has said. Fu Cong made the remarks while addressing the UN General Assembly on October 22.
In his statement, Fu Cong said the core aim of reform is to change the existing status of developed countries' overrepresentation. China, he said, supports reform that is necessary and legitimate because it can raise the Council's credibility and efficiency.
Such changes, he argued, would allow the Council to address crises and challenges more effectively, while upholding its obligations under the UN Charter.
Fu Cong highlighted that improving the representation and expression rights of developing countries must remain a central focus. He added that member states' agreement should be respected and that a package approach should be maintained.
He also underlined the importance of protecting intergovernmental negotiations as the primary avenue for reform.
Finally, Fu Cong said China will continue working with all sides to align Security Council reform with the shared interests of member states. He said this effort would support the healthy development of UN work and help build a fairer and more reasonable global governance framework.
