The agreement is slated for phased execution: weapons will be seized, Israeli forces will pull back, and an International Stabilisation Force will cooperate with a newly established Palestinian police service to safeguard the region. Egypt, Qatar and Turkey served as the chief negotiators, although Hamas has not formally accepted the terms.
