Strategic Role of Desalination Infrastructure in West Asia Water Security
West Asia’s water crisis is driven by scarce natural freshwater sources, erratic precipitation, and soaring demand from expanding urban populations. Desalination has emerged as a critical strategic asset, converting abundant seawater into reliable drinking water.
The Gulf Cooperation Council’s six member states collectively control about 60 percent of the world’s desalination capacity. This translates into roughly 40 percent of all purified water produced globally, according to research published by the Arab Center in Washington, D.C. The region’s reliance on desalination is further emphasized by the Gulf Research Center’s 2020 findings, which state that groundwater and desalinated water together satisfy nearly 90 percent of the Gulf’s water needs.
Countries such as Saudi Arabia, Kuwait, Oman, and the United Arab Emirates have built extensive networks of plants using reverse‑osmosis, multi‑stage flash, and thermal distillation technologies. Saudi Arabia leads the world in output, while Kuwait’s water supply is estimated to be 90 percent dependent on desalination.
Climate change poses a growing threat to the quality of groundwater, driving Gulf nations to increase reliance on energy‑intensive seawater plants. This dependence also creates geopolitical vulnerabilities. Recent attacks on Iranian and Kuwaiti desalination facilities illustrate how water infrastructure can become a target in broader regional conflicts, potentially jeopardizing the water supply for millions.
To mitigate these risks, GCC governments are investing in renewable‑energy‑powered desalination, improving plant resilience, and fostering regional cooperation to ensure uninterrupted water delivery across the peninsula.
