Strategic Partnership Deepens as Pyongyang Sends Senior Envoy to Russia

North Korea’s foreign minister Choe Son-hui touched down in Moscow on Saturday, embarking on an official mission that reflects the deepening strategic partnership between the two states. The visit was announced by KCNA after the Russian Foreign Ministry had already reported her arrival.

The timing coincides with a period of intensified military and economic cooperation. Following the comprehensive strategic partnership treaty signed in June 2024, Pyongyang has increased its support for Russia in the Ukraine conflict, sending thousands of soldiers and expanding joint projects in missile technology, energy and infrastructure.

While the exact schedule of Choe’s meetings remains undisclosed, senior analysts believe the talks will address the prospective summit involving Kim Jong-un and Vladimir Putin, as well as the coordination of future joint exercises and trade agreements. The diplomatic exchange also occurs alongside Pyongyang’s efforts to reinforce ties with China, whose president visited the North Korean leader earlier this month.

The dual‑track approach—strengthening links with both Moscow and Beijing—highlights Pyongyang’s broader strategy to diversify its international relationships and secure security guarantees amid regional uncertainties.
