State Department Orders Executive Ban on ICC Officials Over Sovereignty Claims

In a formal announcement, the U.S. State Department applied an executive ban to two high‑ranking ICC officials under Section 1(A)(2)(A) of Executive Order 14203. The order specifically targets the ICC president and a senior trial lawyer for alleged interference in cases involving countries that reject the court's jurisdiction.

Secretary Rubio asserted that the officials had directly participated in attempts to investigate, detain, or prosecute leaders from non‑signatory states, thereby violating the principle of national sovereignty. The sanctions freeze any U.S. assets linked to the individuals and prohibit U.S. persons from conducting business with them.

The administration framed the action as part of a larger diplomatic strategy launched last month to challenge the ICC's perceived overreach. It warned that further measures could follow if the court continues to pursue cases that threaten U.S. interests.
