According to Rubio, the Quad’s new emphasis is on measurable outcomes in areas such as humanitarian aid, freedom of navigation, energy security, and resilient supply chains for vital minerals. Over the past year, he explained, member states have worked to move from dialogue to implementation, showing citizens that cooperation yields real-world impact. Rubio highlighted how each country contributes unique capabilities that, when combined, strengthen responses to global crises. The Quad’s refreshed approach, he added, aligns with the fast-changing geopolitical landscape and positions the group as a reliable force for stability and prosperity in the Indo-Pacific.
