Rubio Claims ICC Oversteps Jurisdiction, Threatens US Officials

Secretary of State Antony Rubio told reporters on August 1 that the International Criminal Court operates outside the bounds of international law by claiming authority over individuals from non‑member states. He warned that such claims could expose U.S. military commanders and political figures to unprecedented legal actions.

Rubio cited diplomatic outreach in the Middle East and a growing coalition of pro‑U.S. governments in the Western Hemisphere as evidence of increasing momentum. He added that the United States initially sought improvements within the ICC, but after those attempts fell short, it is now aiming to neutralize the court’s influence.

The secretary said that since the campaign began two weeks ago, dozens of countries have aligned with Washington, and five member states have already signaled their intention to exit the ICC.
