Regulatory Framework Established for Medicinal and Industrial Hemp in Gandaki

Gandaki Province has enacted a comprehensive regulatory act that governs the cultivation of hemp for both medical and industrial applications. The legislation, signed by chief Diliraj Bhatta, defines "hemp" to include leaves, flowers, seeds, fruits, natural resin, and extracts when used for therapeutic purposes. Conversely, plant components such as stalks, fibers, bark, roots, and seeds intended for raw material or pharmaceutical manufacturing are classified separately as hemp‑derived products. The act mandates that all medicinal hemp must be supplied to registered pharmaceutical manufacturers or prepared under the recommendation of licensed medical professionals. Industrial hemp usage covers the production of fiber, seed oil, textiles, and other raw materials. The law also introduces a stringent licensing system with criminal sanctions for any breach, ensuring that the crop remains confined to its approved purposes.
