The second MoU focuses on vocational training in the printing industry, establishing a commercial‑training programme that will equip Palestinian youth with modern skills. Both accords were signed by Ranganathan, Health Minister Dr. Majed Abu Ramadan and Labour Minister Dr. Enas Dahadaha Attari.
