At their New Delhi meeting, Quad foreign ministers issued a joint call for relentless international action against terrorism and organized crime. They denounced every manifestation of terror and urged continuous, rules-based efforts to disrupt terrorist financing and support structures worldwide. The statement drew attention to the proliferation of online scam operations across Southeast Asia. These centers, the ministers warned, fuel human trafficking, narcotics trade, sexual blackmail, illicit finance, and cyber offenses that transcend national borders. To counter these threats, the Quad proposed deeper law-enforcement collaboration and regulatory alignment aimed at strengthening the ability of partner nations to intercept and shut down scam networks. Emphasis was placed on using technology and intelligence sharing to stay ahead of evolving criminal tactics. The ministers specifically condemned the 2025 terror attacks in Pahalgam and at Bondi Beach, calling for accelerated global measures against designated terrorists and their enablers. They also expressed unease over coercive actions and dangerous maneuvers in the South China Sea, including interference with navigation and unsafe use of water cannons. Reiterating support for a free and open Indo-Pacific, the Quad reaffirmed the importance of UNCLOS and diplomatic engagement in West Asia to protect commercial shipping and uphold international maritime law.
