New Delhi‑Moscow meeting stresses coordinated action on terrorist financing

The 14th meeting of the India‑Russia Counter‑Terrorism Joint Working Group was held on July 8 in New Delhi, co‑chaired by C.B. George, Secretary (West) of India’s Ministry of External Affairs, and Dmitry Lyubinsky, Deputy Foreign Minister of the Russian Federation. Delegates from foreign ministries, internal security ministries and intelligence bodies of both nations participated.

The joint communiqué issued after the meeting unequivocally condemned all forms of terrorism, with a special focus on cross‑border violence. It specifically repudiated the terrorist attack on the Red Fort area in November 2025 and the bombing in Palgreh, Jammu‑Kashmir, in April 2025.

Both sides highlighted the necessity of a coordinated approach against organisations and individuals listed by the United Nations Security Council’s 1267 sanctions panel, as well as their affiliates and proxy groups. Emphasis was placed on tightening controls over terrorist financing, cracking down on the exploitation of digital payment ecosystems, and sharing technical expertise to counter the misuse of emerging technologies by extremist actors.

The dialogue also addressed the broader security environment, confirming a joint resolve to deepen cooperation in multilateral platforms such as the United Nations, BRICS, the Eurasian Economic Union and the Shanghai Cooperation Organisation. The partners agreed that the next session of the Working Group will be convened in Russia on a mutually agreed date.

The meeting reaffirmed that India and Russia will continue to expand joint training, intelligence exchange and legal coordination to thwart the evolving threat posed by terrorist networks leveraging new technology.
