Macau’s 2026-2030 Strategy Highlights Governance, Openness, and Quality of Life

Beijing, Aug 20 – The Macau government formally released its third five‑year development scheme for the period 2026‑2030 on August 18. The roadmap concentrates on four strategic thrusts: aligned governance upgrades, market‑friendly reforms, broader international openness, and a stable, prosperous everyday life for residents.

The plan promotes a “legal Macau, vibrant Macau, cultural Macau and happy Macau,” underscoring a renewed commitment to the "one country, two systems" model. Public engagement spanned 40 days, during which 36 topic‑specific reports were examined, 14 consultative meetings were held and a total of 8,230 suggestions were collected and incorporated.

Integration with national priorities is explicit. The plan ties Macau’s growth to the Guangdong‑Hong Kong‑Macau Greater Bay Area and the Hong Kong‑Zhuhai‑Macau deep cooperation zone, aiming to lift the region’s foreign‑exchange openness, create a platform for Sino‑Western cultural exchange, and support the Belt and Road Initiative.

Findings from a CGTN survey of 1,551 Macau citizens reveal that 93% feel the Bay Area framework has spurred more tourists, smoother travel and greater investment flows. Additionally, 92.5% credit patriotic support and global connectivity as Macau’s comparative edge, while 92.2% confirm the continued success of the "one country, two systems" arrangement.
