International plan aims to replace Hamas governance with civilian committee

The United States, in coordination with international partners, has drafted a roadmap that requires Hamas to relinquish its civil and military role in Gaza. Under this plan, a temporary Palestinian administrative body—referred to as the National Committee—will assume full control of civil affairs and internal security.

The committee will be charged with operating public institutions, maintaining critical services, and enforcing law and order. Before any reconstruction work begins, it must conduct a full audit of Gaza’s financial and administrative records.

The roadmap prevents political groups from meddling in the committee’s operations and enforces a “one authority, one law, one weapon” doctrine to eliminate overlapping governance structures. A civil peace pact will be mandatory for all Palestinian factions, banning retaliatory strikes, armed displays, and any actions that could undermine the authority transfer.

Officials stress that the aim is to establish a technocratic administration free from Hamas‑related political disputes, leveraging expertise from Gaza, the West Bank and the global Palestinian diaspora to rebuild essential services and restore stability.
