New Indo‑EU Research Framework Aligns with Horizon Europe Pillar Priorities

NEW DELHI – The Ministry of Science and Technology confirmed that India and the European Union have finalized negotiations that will allow India to join Horizon Europe, the EU’s flagship research and innovation scheme. The accord provides Indian researchers, universities and enterprises with immediate access to EU research funding, collaborative networks and world‑class research infrastructure.

A Ministry of External Affairs spokesperson shared on the X platform that this development is a significant milestone in the Indo‑EU strategic relationship, echoing the long‑term research agenda outlined at the January 2026 India‑EU summit. The agreement sets up a permanent framework for joint research activities and institutionalises the partnership for years to come.

The new participation builds on the existing India‑EU Science and Technology Cooperation Agreement, ongoing R&D projects, and the mechanisms of the India‑EU Trade and Technology Council. Indian scientists will now be able to submit proposals for Horizon Europe calls, collaborate directly with European research groups and make use of cutting‑edge laboratories and test facilities across Europe.

According to ministry officials, the initiative will also promote the exchange of talent, the co‑development of standards and the creation of large‑scale, cross‑border solutions. Horizon Europe’s second pillar – covering health, digital technologies, industry and space, climate, energy and transport, as well as food and the bio‑economy – mirrors India’s own research priorities, allowing for a better alignment of scientific resources.

Experts predict the collaboration will give a strong boost to India’s innovation and research systems as the nation works toward its "Developed India 2047" ambition. Talks were first initiated after the historic summit in January 2026, and formal negotiations began following the 15 July 2026 Brussels meeting of the Trade and Technology Council.
