BRUSSELS, Oct 10 (INA) – Despite a decades‑long onslaught of cross‑border terrorism orchestrated by Pakistan, India’s resolve remains firm, according to a new investigative report.

The study contends that Islamabad leverages terror as a strategic instrument, a prolonged proxy conflict aimed at weakening New Delhi’s economic and security apparatus. Indian society, however, has consistently demonstrated a capacity to absorb shock and stay united.

The authors note that terrorism has been India’s deadliest adversary, inflicting loss of life, deep psychological trauma, and substantial financial setbacks. They describe a deliberate Pakistani blueprint that encourages insurgency beyond the border, turning the conflict into a draining, low‑intensity war that forces India into a perpetual state of vigilance.

Historically, the Pakistani military has regarded India as an existential challenge. To counter this, it allegedly constructed an elaborate militant infrastructure, offering shelter, training, and logistical support. Early recruits were largely Kashmiri youths; later, the network incorporated combat‑experienced fighters from the Afghan‑Soviet era and other foreign operatives.

The ISI is said to have overseen rigorous training in Pakistani camps, covering firearms, explosives, guerrilla tactics, and survival skills. Infiltrators reportedly benefited from local guides knowledgeable about LoC terrain and, according to the report, enjoyed protection from elements within the Pakistani armed forces.

Funding streams, encrypted communications, and weapons were allegedly routed through ISI channels, sympathiser donations, narcotics trade, and forced extortion. The report enumerates major attacks linked to Pakistan‑based groups: the 2001 attack on the Indian Parliament, the 2008 Mumbai siege, the 2016 Uri strike, and the 2019 Pulwama bombing.

It also references a 2025 massacre in Pahalgam, where a Pakistan‑affiliated cell shot dead 26 people, underscoring the persistence of the threat.

While the terror campaign has left indelible marks on India’s collective psyche and economy, the paper stresses that the nation’s institutional strength and public determination continue to counteract these challenges, keeping development and stability within reach.
