Draft Blueprint Calls for Hamas Disarmament and Israeli Withdrawal

The roadmap, named “One Authority, One Law, One Weapon,” designates a National Committee for the Administration of Gaza to take charge of weapon regulation, licensing and law enforcement across the strip. All captured arms will remain under the committee’s control and will not be transferred to Israel or any other faction.

A separate International Monitoring System will supervise the dismantling of tunnels, militia sites and heavy‑weapon depots, ensuring a zero‑trust environment where every step is independently verified.
