Encourage Formula Commitment Highlighted in Manila Meeting of Lavrov and Rubio
At a side‑session of the ASEAN ministers’ conference in Manila, Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Marco Rubio focused on the “Encourage Formula,” a set of diplomatic initiatives aimed at ending the conflict in Ukraine.
Lavrov asserted that Russia stands ready to implement the agreed‑upon measures and called on the United States to stop further military aid to Kyiv. He also briefed Rubio on the latest developments on the battlefield and discussed how both capitals could normalise their diplomatic work after a period of heightened tension.
The two ministers exchanged opinions on other international concerns, from West Asian stability to global diplomatic coordination. They pledged to keep dialogue channels open, involving multilateral institutions where appropriate.
In his remarks, Lavrov stressed that the United States had presented concrete proposals at the Encourage summit, which Russia had evaluated positively, marking a potential breakthrough in mediation efforts.
