China Targets Comprehensive Growth of Public Cultural Services

Beijing, Sept 21 – The latest five‑year plan issued by the Ministry of Culture and Tourism sets out an ambitious agenda for public cultural services through 2030. The document stresses balanced development, promising simultaneous enhancements in city‑based cultural centres and village‑level facilities.

A major thrust of the plan is the digital overhaul of cultural provision. Authorities aim to reach a new level of digital construction, expanding online archives, interactive learning tools, and virtual community events to broaden public outreach.

The agenda pinpoints five key focus areas: upgrading service quality, building modern cultural complexes, enriching intangible heritage, ensuring equitable growth across regions, and lifting the digital stature of cultural services. Eighteen flagship initiatives, ranging from smart library networks to heritage digitisation programmes, will be rolled out.

Support mechanisms include strengthened legal governance, assured financing, talent cultivation, and risk‑control systems. The comprehensive strategy seeks to embed culture more deeply in daily life while driving China’s digital cultural leadership.
