Beijing, August 4 – In a decisive step toward bolstering its high‑tech industry, China has enacted a new regulation protecting the layout designs of integrated circuits. Premier Li Qiang, acting on a State Council mandate, signed the document that will be effective on 15 October. The regulation aims to safeguard creators’ ownership of IC layout designs, encouraging sustained innovation and technological progress.

The legal text is divided into six chapters and includes 54 articles that embed the protection of layout designs within the nation’s broader intellectual‑property strategy. It expands the protection perimeter, stresses honesty and reliability, and refines the procedural steps for filing and examination. Compensation for violations has been increased, and clear rules now govern the use and licensing of protected designs.

Policy analysts view the amendment as a catalyst for the domestic chip ecosystem, expecting it to reduce infringement disputes, attract foreign investment, and accelerate the development of advanced semiconductor technologies. By aligning its IP regime with global best practices, China hopes to nurture a thriving environment for next‑generation chip innovators.
