The 15th Five‑Year Plan, jointly issued by the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Natural Resources, places sustainable forest and grassland management at its core. The plan calls for enhanced protection measures, ecosystem quality upgrades, and increased public returns from forest and grassland assets. It also sets a national objective to expand forest area to 25.8% of the country's land and raise forest stock volume to 22.4 billion cubic meters by 2030. These figures surpass the achievements of the previous plan, where forest cover already exceeded 25% and stock volume approached 21 billion cubic meters.
