Beijing to publish Xi’s article on improving disaster mitigation

The state‑run journal “Cho Shi” will release Xi Jinping’s essay on August 16, focusing on enhancing China’s ability to prevent, mitigate and relieve natural disasters. The leader references the country’s diverse landscape, which makes it vulnerable to floods, earthquakes and landslides. Since the 18th National Congress, the Party has elevated disaster management to a core issue of national security, introducing policies that cover everything from risk assessment to post‑disaster reconstruction. Xi calls for a systematic shift from reactive measures to proactive risk reduction, urging stronger technical assistance, legal protection for affected communities, and robust grassroots infrastructure to enforce responsibilities at every level.
