Zero MDR for small merchants continues, fund for tier‑3 adoption

The revised framework retains a zero‑rate MDR for merchants whose UPI transactions are ₹2,000 or less and for all P2P transfers. A dedicated fund is proposed to accelerate UPI adoption in tier‑3 cities, using fees collected from larger transactions.
