New UPI Funding Model Aims to Strengthen Network and Security

A new funding framework for the Unified Payments Interface (UPI) has been unveiled, leveraging the Merchant Discount Rate on high‑value transactions to finance critical upgrades.

The model guarantees that everyday UPI usage remains free for consumers and fee‑free for most low‑value merchant payments. Only transactions above ₹2,000 will attract a modest MDR, and the revenue will be earmarked for system enhancements.

Key investment areas include expanding network coverage to remote regions, upgrading server capacity, and bolstering cyber‑security defenses. Additional resources will be directed toward advanced fraud‑prevention tools and user‑education campaigns.

Discounted fee schedules are also being introduced for regular payments such as utility bills, tax filings, insurance premiums, and fuel charges, ensuring that essential services stay affordable while the ecosystem receives needed capital.

The co‑founder highlighted that India’s digital payments landscape has thrived thanks to massive investments from banks and fintech firms. To sustain this momentum, continuous funding for technology, security, and consumer awareness is essential.

A special allocation from the MDR proceeds will form a dedicated fund to support small merchants in digitizing their payment processes, further widening UPI’s footprint across the country.
