Labor Ministry Unveils Digital Initiatives for Building and Other Construction Workers

As part of its ongoing commitment to modernise the construction sector, the Ministry of Labor and Employment has introduced several digital platforms aimed at building and other construction workers (BOCWs). These initiatives were highlighted during the upcoming national conference in Mumbai, scheduled for September 11‑12 under the chairmanship of Dr. Mansukh Mandaviya.

The three flagship programmes launched at the November 2025 National Labour Conference in New Delhi include the State BOCW Digital Labour Hub, which provides a one‑stop online portal for job listings, skill‑mapping and grievance redressal; the Labour Hub‑Co‑Facility Center, a collaborative space offering legal, medical and financial assistance; and an online BOCW levy‑collection portal that enhances transparency and efficiency in fund management.

During the conference, senior officials will discuss how these digital tools can be integrated with existing welfare schemes, improve outreach to unregistered workers, and streamline monitoring mechanisms.

Key topics will also address statutory responsibilities, welfare fund utilisation, and the role of technology in expanding access to social security benefits.

Stakeholders from state welfare boards will share success stories of digital implementation, providing a roadmap for other regions to adopt similar solutions.

Beyond the digital focus, the summit will examine broader issues such as international labour mobility, skill development pathways, employment opportunities, labour statistics, and the concept of a labour stack.

The Ministry aims to foster coordinated action among central, state and union‑territory governments and BOCW welfare boards, identify gaps in current implementation, and ensure that construction workers receive timely, effective welfare and employment support.
