Government Sets Up SPV for Unified Transport Research, Planning and Monitoring
During a cabinet session chaired by the Prime Minister, the government sanctioned the Integrated Transport and Logistics Authority (ITLA) as a Special Purpose Vehicle dedicated to integrated transport planning.
The SPV will act as the top‑tier institution for national transport and logistics strategy, providing policy support, conducting research, evaluating projects, and overseeing implementation.
ITLA will prepare a National Transport Master Plan that looks ahead ten years or beyond, encompassing roads, railways, ports, shipping, aviation, inland waterways, coastal shipping, urban transport and logistics services.
It will also scrutinise the short‑term and yearly plans prepared by individual ministries, ensuring their coherence with the long‑term national vision and promoting multimodal connectivity.
Projects with an estimated cost of more than 500 crore rupees will undergo technical appraisal by ITLA, while financial appraisal will remain under the current system. The authority will also monitor execution, resolve implementation bottlenecks, and perform post‑completion impact assessments.
