Government Affirms Non‑Discriminatory Process for Satellite Operators

At a press briefing on Thursday, the central government reiterated that all satellite communication companies seeking to operate in India will be evaluated under a single, non‑biased set of rules. Union Minister of State for Communications Chandrashekhar Pemmassani emphasized that the regulatory pathway is identical for every applicant.

The Department of Telecommunications has already granted provisional licences and spectrum allotments to several satellite service providers. The only outstanding requirement is a security clearance from the Home Ministry, which the minister described as a standard procedural step.

“The case is now with the Home Ministry for security clearance. Once that is approved, the licences will be fully activated. This is not tied to any particular company,” Pemmassani asserted.

The statement was made as India's space sector faces questions about fairness after Elon Musk suggested discriminatory treatment. Officials responded by outlining that three global mobile personal communication‑by‑satellite (GMPCS) providers have received telecom licences, all under the same regulatory framework.

Security audits are currently underway for these licence‑holders to verify compliance with data protection and national‑security standards. The outcome will determine when services like Starlink can begin offering broadband connectivity to Indian consumers.

The ministry concluded by assuring that every applicant receives equal consideration, with decisions anchored in established procedures and the nation’s security imperatives.
