  • Parliamentary Affairs Minister to convene all-party meeting on Dec 6, day before Winter Session

    NEW DELHI: Parliamentary Affairs Minister Pralhad Joshi will convene an all-party meeting of floor leaders of Lok Sabha and Rajya Sabha on 6 December in Parliament, a day before the commencement of the Winter Session to discuss important legislative business.

    He will also discuss the issues likely to be taken up in the Winter Session of the Parliament.

    “It is my pleasure to invite you for a meeting of Floor Leaders of Political Parties in Lok Sabha/Rajya Sabha to discuss Legislative Business and important issues likely to be taken up in the ensuing Winter Session of Parliament,” Joshi said in a letter to the floor leaders of both the Houses.

    The Minister also sought cooperation in ensuring the “smooth functioning” of both Houses.

    “I would also like to seek your cooperation to ensure the smooth functioning of both Houses. The meeting shall be held on Tuesday the 6th December 2022 at 11.00 am at Parliament Library Building, Parliament House,” he wrote.

    The Winter Session of Parliament will be held from December 7 to December 29 this year, the Union Parliamentary Affairs Minister announced earlier. The upcoming Winter Session will have a total of 17 working days, he said.

    Notably, this will be the first session during which Vice President Jagdeep Dhankar, the Chairman of the Rajya Sabha, will officiate proceedings in the Upper House (Rajya Sabha).

    While the government is planning to pass several bills during the upcoming session of Parliament, the Opposition will demand a discussion on the pressing matters.

    On the first day of the session, the members are likely to pay respects to the sitting members who passed away. Samajwadi Party patriarch Mulayam Singh Yadav was one of the leaders whose death had prompted tributes from leaders across political parties.

    The Monsoon Session commenced on July 18 and adjourned on August 8. The session saw 16 sessions spread over 22 days.

    During the session, six Bills were introduced in Lok Sabha. Seven Bills were passed by Lok Sabha and 5 Bills by the Rajya Sabha during the last session. One Bill was withdrawn. The total number of Bills passed by both Houses of Parliament during the session was 5.

    During the last session, 5 short-term duration discussions were placed including the price rise in both Houses. The productivity of the Lok Sabha was approximately 48 per cent and that of the Rajya Sabha was approximately 44 per cent.

  • CAA, dengue, remarks on Prez – issues that will rock winter session of Bengal Assembly on Monday

    KOLKATA: With the winter session of West Bengal Assembly scheduled to commence from Monday, major ruckus is expected on the floor of the House over fracas between the ruling Trinamool Congress and the opposition BJP mainly on three major issues.

    The BJP legislators under the leadership of opposition leader Suvendu Adhikari are preparing to go all out demanding a statement from Chief Minister Mamata Banerjee on the derogatory comments made by MoS in-charge of Correctional Services Department, Akhil Giri, concerning the looks of President Droupadi Murmu.

    At a rally in Nandigram on Friday, Giri had reportedly said, “We don’t judge anyone by their appearance… We respect the office of the President. But how does our President look?”

    After facing severe criticism from different quarters, the Trinamool Congress had on Saturday censured its leader, while Giri also apologied for his comments referring to the President.

    “Despite such a derogatory statement from a minister, the Chief Minister is still silent. What does this mean? We demand immediate removal of Akhil Giri as a member of the legislative Assembly as well as a statement from the Chief Minister,” Adhikari said.

    The second point of fracas will be a probable motion to be brought by Trinamool Congress condemning the Citizenship Amendment Act (CAA), and the recent developments over it after the decision of the Union government to grant citizenship status to Hindus, Sikhs, Jains, Parsis and Christians coming from Pakistan, Afghanistan and Bangladesh and currently living in Gujarat’s Mehsana and Anand districts.

    BJP legislator Agnimitra Paul has said that as soon the motion is brought on the floor of the House, BJP legislators will oppose it as directed by the leader of the opposition.

    Senior Trinamool legislator Tapas Roy said that since CAA is something which is floated by the BJP before any election, just as it has been done before next month’s Assembly elections in Gujarat, Trinamool Congress has decided to oppose this drive by bringing a motion in the Assembly condemning the CAA.

    “Our party’s stand, as said by our leader Mamata Banerjee, is clear. We do not oppose granting citizenship. But that does not mean that it would be done isolating a particular community,” he said.

    The third point of fracas can be BJP trying to bring a motion condemning the state government’s failure to control dengue as well the latter’s reluctance to share related data with the Union Health Ministry.

    Urban Development & Municipal Affairs Minister, Firhad Hakim, has claimed that BJP is unnecessarily trying to politicise the issue by spreading rumours of not sharing data with the Union government.

  • Winter Session: Lok Sabha registers nearly 82% productivity, Rajya Sabha 48%

    NEW DELHI: As the Winter Session of Parliament concluded on Wednesday, a day ahead of the schedule, the productivity of Lok Sabha was registered to be approximately 82 per cent and that of Rajya Sabha was nearly 48 per cent.

    Parliamentary Affairs Minister Pralhad Joshi shared the information while briefing media after both the Houses were adjourned sine die.

    “The productivity of Lok Sabha was approximately 82 per cent and that of Rajya Sabha was approximately 48 per cent,” Joshi said.

    The Minister said the Winter Session 2021 of Parliament which commenced on November 29 and was scheduled to adjourn on December 23, has been adjourned sine die today (Wednesday).

    He said the session was curtailed one day earlier than scheduled on completion of essential government business.

    The session provided 18 sittings spread over a period of 24 days, said Joshi while adding that 13 Bills (12 Bills in Lok Sabha and one Bill in Rajya Sabha) were introduced during the session and a total of 11 Bills were passed by both the Houses of Parliament.

    The passed Bills include the Appropriation Bill relating to the Supplementary Demands for Grants for the year 2021-22 which was passed by Lok Sabha, transmitted to Rajya Sabha and will be deemed to have been passed by both Houses after the expiry of 14 days under Article 109(5), the Minister said.

    Three Bills replacing the Ordinances, namely, the Central Vigilance Commission (Amendment) Ordinance, 2021 (9 of 2021), the Delhi Special Police Establishment (Amendment) Ordinance, 2021 (10 of 2021) and the Narcotic Drugs and Psychotropic Substances (Amendment) Ordinance 2021 (8 of 2021) which were promulgated by the President before Winter Session, 2021 were considered and passed by the Houses.

    One Bill namely the Biological Diversity (Amendment) Bill, 2021 was referred to the Joint Committee of both Houses of Parliament.

    Some of the other important Bills including three ordinances replacing Bills passed by Houses of Parliament are the Farm Laws Repeal Bill, 2021; the Dam Safety Bill, 2021; the Assisted Reproductive Technology (Regulations) Bill, 2021; the Surrogacy (Regulation) Bill, 2021; the National Institute of Phar Bill, 2021; the High Court and Supreme Court Amendment Bill, 2021; the Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2021; the Delhi Special Police Establishment (Amendment) Bill, 2021; the Central Vigilance Commission (Amendment) Bill, 2021; and the Election Laws (Amendment) Bill, 2021

    Two Short Duration Discussions under Rule 193 were also held in Lok Sabha on COVID-19 pandemic and various aspects related to it, and Climate Change.

    In Rajya Sabha, the Minister said one discussion on the situation arising out of cases of Omicron variant of COVID-19 virus in the country was held.

    Joshi stressed that the Opposition did not participate in any of the Short Duration discussions, despite themselves demanding it in the all-party meeting. He also added that the first priority was given to the price rise discussion.

    The BJP leader also took a dig at Trinamool Congress leader Derek O’Brien who threw Rajya Sabha rule book on reporters’ table during the discussion on the Election Laws (Amendment) Bill, 2021. 

  • CCPA recommends Winter Session of Parliament from November 29 to December 23

    NEW DELHI: The Cabinet Committee on Parliament Affairs has recommended that the Winter Session of Parliament be held from November 29 to December 23, sources said on Monday.

    Like previous sessions of Parliament in the last one and half years, the Winter Session will be held adhering to COVID-19 protocols, people familiar with the developments told PTI.

    The session will have around 20 sittings, they said.

    The Winter Session of Parliament was not held last year due to the COVID-19 pandemic, which also led to curtailing of the Budget and the Monsoon Sessions.

    “The CCPA (Cabinet Committee on Parliament Affairs) which is chaired by Defence Minister Rajnath Singh has recommended the dates for the Winter Session of Parliament from November 29 to December 23,” a source told PTI.

    Both Houses of Parliament — Rajya Sabha and Lok Sabha – will hold proceedings simultaneously and members will have to follow social distancing norms.

    Those who will be present in Parliament, including MPs, will be required to wear masks and they could be asked to undergo a COVID-19 test before the start of the Winter Session.

    The session is of significance as it comes ahead of assembly elections in five states, including the politically crucial state of Uttar Pradesh.

    It will be followed by the Budget Session, but this will be adjourned for recess after few days of proceedings for passage of the Union Budget.

    Inflation, rise in fuel prices, rise in prices of edible oil, militant attacks on civilians in Kashmir, the Lakhimpur Kheri violence, in which farmers were killed, and the farmers’ protests against three central agri laws, are among the issues, that are likely to be raised by the Opposition to corner the government.

    This year’s Monsoon Session was marked by protests by the Opposition, which sought answers from the government over the Pegasus spyware issue and demanded repeal of the three farm laws.

    The session was curtailed and adjourned sine die two days ahead of its scheduled adjournment due to the protests.
