In a strategic bilateral meeting held in New Delhi, India and Finland explored avenues to enhance cooperation in skill development and workforce mobility. The Thursday discussions featured India’s Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development and Entrepreneurship, and Finland’s Mathias Marttinen, Minister of Employment.

This high-level exchange reflects the deepening ties aimed at nurturing future-ready talent. Chaudhary emphasized India’s ambition to emerge as a global hub for skilled labor, powered by its demographic dividend and evolving skilling landscape. ‘Pairing India’s manpower with Finland’s technical prowess in vocational training can unlock unprecedented opportunities,’ he remarked.

Talks focused on enhancing practical collaborations in training frameworks, fortifying institutional alliances, and opening international doors for Indian talent. High benchmarks for training quality and mobility standards were prioritized.
In a boost to India’s employability landscape, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 has skilled 27.08 lakh youth in 38 sectors by December 7, 2025, covering 36 states and 732 districts. The Ministry of Skill Development and Entrepreneurship revealed these figures, highlighting the scheme’s rapid scale-up since its April 2024 rollout.

Key sectors like IT/ITeS, aviation, farming, rubber, leather, and tourism have seen over 7.5 lakh trainees in 34 states and 670 districts. What started as a small short-term training program has evolved into a massive, market-responsive system over four iterations, preparing youth for modern job markets.

Innovation is at the core, with 77 new courses and 102 future-oriented roles in AI, Industry 4.0, sustainable jobs, and digital tech. Nationwide, 15,500+ institutions are on board, including 7,000+ in educational hubs and ITIs. Elite partners like IITs, IIMs, NITs, and PSUs are now integral, expanding reach and quality.

Investments underscore commitment: Rs 1,652.89 crore disbursed from April 2024 to September 2025, plus Rs 200 crore for trainer and assessor development under NCVET standards, accessible via SIDH. Over 34,505 trainers and 13,844 assessors certified by November 2025 ensure high training standards.

ITIs, the backbone of vocational training, have proliferated from 9,977 to 14,682 since 2014, adding 4,605 units. Student intake rose from 9.5 lakh to 14 lakh+, with NSTIs up from 25 to 33 and ITOTs from 11 to 120, creating 17,475 new seats. These strides promise a generation ready for Industry 4.0 and beyond, driving India’s economic engine.

India’s vocational training landscape is set for a revolution with the PM-Setu scheme targeting 1,000 government ITIs. Announced by the Prime Minister’s Office, this Rs 5,000 crore program will modernize facilities, curricula, and teaching methods to make graduates industry-ready.

Unemployment among the youth remains a pressing challenge, with millions entering the job market annually without adequate skills. PM-Setu addresses this head-on by infusing technology and innovation into ITIs, which have long been criticized for outdated infrastructure.

Key features include the installation of advanced tools for emerging sectors such as robotics, cybersecurity, and green technology. Digital twins of factories will allow students to simulate real production environments. Faculty training programs will bring in experts from IITs and industry to elevate teaching standards.

The scheme’s phased implementation begins immediately, with states competing for funds based on their readiness. Monitoring will be done through a national dashboard tracking progress on metrics like enrollment, completion rates, and employment outcomes.

Voices from the ground are optimistic. A student from an ITI in Uttar Pradesh shared, ‘Now we can learn skills that companies actually want.’ Employers, too, are on board, with MoUs signed for apprenticeships and job guarantees.

Beyond hardware, PM-Setu emphasizes holistic development. Programs on financial literacy, digital skills, and leadership will prepare youth not just for jobs but for entrepreneurship. Women and marginalized communities get priority, with dedicated quotas and hostels.

This initiative aligns with the Atmanirbhar Bharat vision, reducing reliance on foreign talent in key sectors. If successful, PM-Setu could skill over 10 lakh youth annually, fueling economic growth and social mobility. The nation watches closely as these ITIs evolve into powerhouses of opportunity.
