<br>Taking &#8220;serious note&#8221; of the non-release of funds to Opposition-ruled states like Tamil Nadu, West Bengal and Kerala over not inking MoUs for the implementation of PM Shri scheme, the parliamentary panel on education has asked the Union Education ministry to &#8220;resolve the issue amicably with the states governments&#8221; concerned and release the pending funds on a &#8220;priority basis&#8221;.<p>It has held that the ministry should re-evaluate Samagra Shiksha Abhiyan (SSA) funding allocations and ensure that none of the states are placed in &#8220;disadvantageous positions for not accepting NEP 2020 or the PM SHRI Scheme&#8221;. It has argued that the SSA predates PM SHRI and enforces the fundamental right-based RTE law and hence cannot be bypassed by the NEP, which was an executive policy statement.</p>The issue has been a political hot potato with the Tamil Nadu government strongly opposing the withholding of funds on PM SHRI.Headed by Congress leader Digvijaya Singh, the panel, in its report examining the Demand for Grants for the education ministry, has underlined that the above-mentioned states have demonstrated &#8220;strong educational outcome with a Gross Enrolment Ratio (GER), significantly above the national average&#8221; but underfunding and delays in transfer of SSA funds have constrained further advancements in their school infrastructure, teacher training, and student support.<p>&#8220;These states have been compelled to use their own funds to pay salaries to teachers and resource personnel due to delays in release of central allocations&#8230;. The withholding of funds is severely impacting teachers&#8217; salaries, RTE reimbursements, and transportation for students in remote areas,&#8221; the panel said terming the withholding of funds under SSA to states for not entering into MoUs for separate schemes like PM SHRI is &#8216;not justifiable&#8217;.</p><h3 class="logoTitle">Live Events</h3>The panel has also turned its attention to the other issue raised by several opposition states -on draft UGC regulations. &#8220;UGC, being the statutory body, should review the draft UGC regulations (2025) and ensure that they do not transgress the exclusive jurisdiction of respective legislatures, and the Acts passed by them to govern the Central and state universities,&#8221; the panel has said advising more consultation with stakeholders.
