In a strategic push for rural development, Uttar Pradesh’s Chief Secretary S.P. Goyal led the fifth High Power Committee meeting in Lucknow on Monday, meticulously reviewing NABARD-backed RIDF projects. The session assessed FY 2025-26 progress, reflecting the state’s robust drive to modernize village infrastructure.

Goyal deemed post-fourth review advancements encouraging and floated the idea of amplifying borrowing capacity should needs escalate. Coordination emerged as a cornerstone, with clear orders for departments to expedite project sanctions, claims, and PCRs to NABARD, ensuring no bottlenecks in execution.

Spotlight fell on the animal husbandry sector’s innovative veterinary clinic blueprint under RIDF, which Goyal urged to be packaged promptly for NABARD nod to fortify rural animal healthcare. Thorough audits of stalled PYG and SMP projects prompted directives for comprehensive data sharing with NABARD, fostering joint oversight.

Pre-meeting insights from NABARD’s Pankaj Kumar noted Rs 2,419 crore in fresh RIDF-XXXI sanctions. Surpassing the Rs 2,700 crore goal, Rs 2,713 crore has been released, with ambitions to hit Rs 3,100 crore by fiscal end. This infusion promises transformative gains for farming, livestock, and Uttar Pradesh’s rural economic landscape.

In a development milestone for Samastipur district, Bihar Chief Minister Nitish Kumar descended on Thursday under his flagship Samriddhi Yatra, showering the region with 188 welfare and infrastructure projects totaling over Rs 827 crore. The announcements, made from the Government Engineering College grounds, signal accelerated growth in education, agriculture, and women’s entrepreneurship.

Kumar activated 71 new projects worth Rs 470 crore via remote foundation laying, inaugurated 74 schemes at Rs 273 crore, and initiated 43 more valued at Rs 84 crore. This multi-pronged approach addresses longstanding needs in connectivity, education, and rural economies.

A key highlight was his tour of the Sarairanjan engineering campus, where classroom interactions revealed his focus on youth skilling. He advised students to master emerging tech for career success, blending paternal guidance with policy vision.

The language lab impressed with its international curriculum, drawing CM’s applause for equipping Bihar’s youth with global communication skills. Stalls showcasing Jivika products stole the show; Kumar not only admired the handmade goods but disbursed Rs 437 crore in aid to over 23,000 self-help group women, calling them ‘pillars of progress’.

Conversations with pension scheme recipients highlighted social security commitments, while the Borlaug Institute demo on multi-cropping and agri-innovations sparked directives for market linkages for small producers. ‘Connect local talent to broader markets,’ he ordered, eyeing economic self-reliance.

On-ground checks at Hakimabad’s bridge and bypass projects prompted firm instructions for timely completion. Attendees included heavyweights like Deputy CM Samrat Choudhary and ministers, underscoring the event’s stature.

Samastipur’s tryst with development under Nitish Kumar paints a picture of holistic advancement, where education meets enterprise, and government resolve fuels grassroots transformation.

Bihar’s political landscape got a financial spotlight as Rural Development Minister Bijendra Prasad Yadav revealed that the state’s 243 MLAs have poured ₹3,633 crore into constituency development works spanning five…

Bihar’s political landscape got a financial spotlight as Rural Development Minister Bijendra Prasad Yadav revealed that the state’s 243 MLAs have poured ₹3,633 crore into constituency development works spanning five years. This massive outlay highlights the direct intervention by elected representatives in addressing hyper-local needs.

From laying new irrigation canals to renovating community halls, the funds have touched every corner of Bihar’s 38 districts. Yadav, during question hour in the Vidhan Sabha, broke down the expenditure: an average of ₹30 crore per MLA, with variations based on constituency size and priority projects.

The minister attributed this robust spending to the Nitish Kumar government’s policy of empowering MLAs with dedicated area development funds (ADF). ‘This model ensures that development isn’t top-down but reaches the last mile effectively,’ he stated, citing success stories like improved connectivity in flood-prone regions.

Yet, the announcement has sparked mixed reactions. While ruling alliance members hailed it as proof of governance efficiency, opposition leaders like RJD’s Tejashwi Yadav questioned the efficacy, demanding evidence of completed projects versus mere allocations. Reports of unfinished roads and stalled schools have fueled such skepticism.

Looking ahead, Yadav outlined plans for the upcoming budget to hike ADF allocations by 15%, integrating them with central schemes like PMAY and Jal Jeevan Mission. As Bihar grapples with its perennial challenges of poverty and migration, these legislative investments could well define the trajectory of inclusive growth, provided execution matches ambition.
