Mallikarjun Kharge asks Rajya Sabha chair to restore expunged parts of his speech
Congress president Mallikarjun Kharge, leader of the opposition in the Rajya Sabha, on Wednesday urged Chairman Jagdeep Dhankhar to restore the expunged parts of his speech on the Motion of Thanks on the president’s address. Raising the issue during Zero Hour, Kharge said two pages from his February 2 speech were removed, leading to distortion of intent.
“I had raised certain points…they have been removed from the record,” he said, and emphasised that he had not taken anybody’s name nor violated any rules.
He cited several rules to support his argument against the removal of parts of his speech. The Congress leader added that he also did not made any remarks on “persons in high authority” which required to be expunged.
“I register my strong objection…I would like to request you to restore the expunged part in the House proceedings,” Kharge, who has also give a written note to the chairman on the matter, said.
Dhankhar said he would look into it and give his ruling. He also there is a book on ‘unparliamentary words’. On a suggestion from a Rajya Sabha member, the chairman also said he would be happy to constitute a committee to revisit the list of ‘unparliamentary expressions’. “I have received a written communication from the Leader of the Opposition. I have gone through it. I will give my ruling on it,” he said.
Dhankhar said Kharge had raised four points in his written communication. The first point relates to a word which is “unparliamentary” and was hence expunged. Points number two, three and four relate certain portion of Kharge’s remarks which were made after the Chair had announced “that nothing will go on record”.
Earlier in the day, Dhankhar said the House would meet on Saturday (February 10) in order to complete essential government business. There will be no Zero Hour and Question Hour on Saturday.
According to the original schedule, Friday would have been the last day of the ongoing Budget session.

PM Modi to reply on ‘Motion of Thanks’ in Rajya Sabha today
Prime Minister Narendra Modi is scheduled to reply to the Motion of Thanks to the President’s Address in Rajya Sabha on Wednesday.
President Droupadi Murmu had addressed the joint sitting of Lok Sabha and Rajya Sabha on January 31, the first day of the Budget Session.
PM Modi replied to the Motion of Thanks to the President’s Address in Lok Sabha on Monday.During his speech, he said that the third term of his government is not far and this time the National Democratic Alliance (NDA) will win 400 seats and the Bharatiya Janata Party, individually will get 370 seats.
“A Ram Temple of Lord Ram was built which will continue to give new energy to the great tradition of India. Now the third term of our government is not far. Maximum 100 days left. The whole country is saying that ‘Abki baar 400 paar’. I don’t go into numbers but I can see the mood of the country. It will make the NDA cross 400 and BJP will get 370 seats,” PM Modi said.
“We all saw the abolition of 370. Article 370 was abolished before the eyes of these many MPs and with the power of their votes. Nari Shakti Adhiniyam became law in the second term. From Space to the Olympics, there is an echo of the power of women’s empowerment. People have seen the projects that were pending for years being completed,” he added.A general discussion on the Union Interim Budget 2024-25, and the Interim Budget on Jammu and Kashmir 2024-25 is also to be started in the Upper House today after Prime Minister Narendra Modi’s address.Apart from this, as per the List of Business in the House for the day, Rajya Sabha MPs Harnath Singh Yadav and Ram Nath Thakur will lay on the table, a copy of the statement showing action taken by the government on 62nd Report of the Department-related Parliamentary Standing Committee on Agriculture, Animal Husbandry and Food Processing on the action-taken by the government on the Observations/Recommendations contained in the Fifty-Third Report on ‘Demands for Grants (2023-24)’ of the Ministry of Fisheries, Animal Husbandry and Dairying (Department of Fisheries).

PM Narendra Modi To Reply To Motion Of Thanks On Presidential Address Today |
New Delhi: Prime Minister Narendra Modi will reply to the Motion of Thanks on Presidential address delivered on January 31, 2024, in the Parliament on Monday. Ahead of his motion of thanks the Bharatiya Janata Party (BJP) issued a three-line whip to its Lok Sabha MPs asking them to be present in the House today.
President Droupadi Murmu had addressed the joint sitting of Lok Sabha and Rajya Sabha on January 31, the first day of the Budget Session. On February 1, the Centre presented the Union Budget for 2024-25. The government said that the Budget was presented with a focus on economic policies that foster growth, facilitate inclusive development, improve productivity, and create opportunities for various sections while noting that it will pay utmost attention to the eastern region including states of Bihar, Jharkhand, Chhattisgarh, Odisha, and West Bengal to make them growth engines as part of goal to make India a developed country by 2047.
Meanwhile, as per the List of Business in the House for the day, Lok Sabha MPs Ravneet Singh and Ramshiromani Verma will lay on the table the minutes of the twelfth sitting of the Committee on Absence of Members from the sittings of the House held on December 14, 2023.
MPs PP Chaudhary and NK Premachandran will present the 28th report of the Committee on External Affairs (Seventeenth Lok Sabha) on the subject ‘Countering Global Terrorism at Regional and International Levels’.

Ahead Of President’s Budget Session Address, Rajya Sabha Chairman Revokes Suspension Of 11 Opposition MPs |
Hours after Parliamentary Affairs Minister Pralhad Joshi said that the suspension of 11 opposition MPs in Rajya Sabha would be revoked on the government’s request, Chairman Jagdeep Dhankhar revoked their suspension allowing them to attend the Budget session. The Rajya Sabha Privileges Committee held 11 suspended opposition MPs guilty of breach of privilege and contempt of the Council of States.
The committee submitted the report to Dhankhar, acknowledging the circumstances that the suspended members would be unable to participate in the special address by President Droupadi Murmu to both Houses of Parliament on Wednesday, marking the first address in the new Parliament building. In its report, submitted to the Rajya Sabha chairman a day before the session commences on Wednesday, the committee also proposed considering the duration of suspension already served by the members as an adequate penalty for the violation.
The MPs are Jebi Mather Hisham, L Hanumanthaiah, Neeraj Dangi, Rajmani Patel, Kumar Ketkar, G C Chandrashekhar, Binoy Viswam, Santhosh Kumar P, M Mohamed Abdulla, John Brittas and A A Rahim. The committee usually submits its recommendations to the House. The sources said the chairman invoked the authority vested in him under the rules of procedure to revoke their suspension enabling the members to attend the special address by the president.
The matter of 11 MPs suspended by the chairman during the Winter session of Parliament was referred to the Privileges Committee.

New Delhi, The Rajya Sabha Privileges Committee on Tuesday held 11 suspended opposition MPs guilty of breach of privilege and contempt of the Council of States, but Chairman Jagdeep Dhankhar revoked their suspension allowing them to attend the Budget session, sources said. In its report to the Rajya Sabha chairman a day before the session starts on Wednesday, the committee also recommended that the period of suspension already suffered by the members be treated as “sufficient punishment” for the transgression. The MPs held “guilty of breach of privilege and contempt of the Council” of States are Jebi Mather Hisham, L Hanumanthaiah, Neeraj Dangi, Rajmani Patel, Kumar Ketkar, G C Chandrashekhar, Binoy Viswam, Sandosh Kumar P, M Mohamed Abdulla, John Brittas and A A Rahim. The committee presented the report to Dhankhar, taking note of the situation that the suspended members would not be able to attend the special address of President Droupadi Murmu to both Houses of Parliament, the first address in the new building of Parliament, on Wednesday.
The committee usually submits its recommendations to the House.

Congress never opposed Ram temple, BJP, RSS used Babri issue for political mileage: Digvijaya Singh
Congress veteran Digvijaya Singh on Tuesday alleged that the intention of the BJP, RSS and VHP behind demolishing the Babri mosque in Ayodhya was not to build a temple at the site, but to make it a Hindu-Muslim issue for political mileage.
In a post on social media platform X, the former Madhya Pradesh chief minister claimed the Congress never opposed the construction of the Ram temple in Ayodhya, but raised question marks over the location of the new temple, where the idol consecration ceremony will take place on January 22.
“(The Congress) only asked to wait till the court’s decision for the construction (of temple) on the disputed land. Bhoomi pujan on non-disputed land was done during the time of Rajiv ji (former PM Rajiv Gandhi). (Ex-PM P V) Narasimha Rao ji had also acquired non-disputed land for the construction of Ram temple,” Singh said. He alleged the Bharatiya Janata Party (BJP), the Vishva Hindu Parishad (VHP) and the Rashtriya Swayamsevak Sangh (RSS) had to demolish the mosque anyway, but their intention was not to build a temple at the site.
“…Because, until the mosque is demolished, it does not become a Hindu-Muslim issue. Destruction is in their behaviour and character; taking political advantage by spreading unrest is their strategy,” said the Rajya Sabha member, hitting out at the saffron organisations.
When contacted, state BJP spokesman Pankaj Chaturvedi dubbed Singh as “Ram drohi” (anti-Lord Ram) and claimed the Congress leader and his party were against Sanatan Dharma. He said the erstwhile Congress-led UPA government, in an affidavit submitted in the Supreme Court, had called Lord Ram an “imaginary” figure. Singh should clarify how long he will continue to be “anti-Sanatan Dharma and Ram drohi”, asked Chaturvedi.
