<p>The monsoon session of Parliament was marked by significant disruptions, with only 37 hours of discussion taking place in the Lok Sabha out of a scheduled 120 hours. The remaining 83 hours were lost. In the Rajya Sabha, only 47 hours of work were completed, while 73 hours were wasted. The Lok Sabha saw only 31% of its intended work, and the Rajya Sabha managed 38%. The session, which ran from July 21st to August 21st, addressed topics such as terrorism, Operation Sindoor, and space programs.</p>



<p>During the session, 12 bills were passed in the Lok Sabha and 14 in the Rajya Sabha, with a total of 15 bills passed by both houses. Disruptions and protests occurred in both houses over issues like Special Intensive Revision and during discussions on Operation Sindoor. The disruptions led to a loss of an estimated 200 crore rupees of public money.</p>



<p>In the Lok Sabha, only 55 oral answers were given to questions. Of the 419 questions on the agenda, only 55 received oral answers. In the Rajya Sabha, 14 questions were answered during the question hour due to the disruptions. Seven zero-hour submissions and 61 special mentions were taken up due to the disruptions.</p>



<p>Special discussions on &#8216;Operation Sindoor,&#8217; in response to a terrorist attack in Pahalgam, were held on July 28th and 29th in the Lok Sabha and on July 29th and 30th in the Rajya Sabha. The Lok Sabha discussion lasted 18 hours and 41 minutes, with 73 members participating, and Prime Minister Modi responded. The Rajya Sabha discussion lasted 16 hours and 25 minutes, with 65 members participating, and the Home Minister responded.</p>



<p>The cost of parliamentary discussions is substantial. In 2012, the cost of one minute of discussion was approximately 2.5 lakh rupees, translating to about 1.5 crore rupees per hour. These costs have likely increased significantly. The public funds the expenses.</p>



<p>The Lok Sabha passed the following 12 bills: 1. Re-adjustment of representation of Scheduled Tribes in Assembly constituencies of Goa state, 2025; 2. Merchant Shipping Bill, 2025; 3. Manipur Goods and Services Tax (Amendment) Bill, 2025; 4. Manipur Appropriation (No. 2) Bill, 2025; 5. National Sports Administration Bill, 2025; 6. National Anti-Doping (Amendment) Bill, 2025; 7. Income Tax Bill, 2025; 8. Taxation Laws (Amendment) Bill, 2025; 9. Indian Ports Bill, 2025; 10. Mines and Minerals (Development and Regulation) Amendment Bill, 2025; 11. Indian Institutes of Management (Amendment) Bill, 2025; 12. Promotion and Regulation of Online Gaming Bill, 2025.</p>
