KATIHAR: Seven policemen, including two station house officers (SHOs), were critically injured after a group of villagers attacked a police station in Bihar’s Katihar district on Saturday, hours after the death of a man allegedly in custody.

Hundreds of villagers went on a rampage in Pranpur Police Station and damaged vehicles parked on the premises after 40-year-old Pramod Kumar Singh was found dead in the lockup.

He was arrested on Friday for possessing bottles of liquor in dry Bihar. The two injured SHOs have been identified as Manitosh Kumar of Pranpur Police Station and Shailesh Kumar of Dandkohra Police Station, a senior officer said.

“All the injured policemen have been admitted to the district hospital in Katihar and their condition is stated to be stable. The situation is completely under control and our teams are camping in the area,” Acting Superintendent of Police (SP) Daya Shankar said.

“The body was found as the police officers were preparing documents to produce Singh before a court,” Shankar claimed.

As the news of Singh’s death spread, villagers armed with sticks and iron rods attacked the police station and injured the policemen.

“The situation could only be brought under control after additional security personnel were called in from the nearest police stations. Shailesh Kumar was among the reinforcements. Seven policemen, including two SHOs, have sustained injuries,” he said.

Singh’s body has been sent for post-mortem examination and a case registered against those who attacked the policemen, he added.

The Bihar government on April 5, 2016 banned the manufacture, trade, storage, transportation, sale, and consumption of liquor in the state and made it a punishable offence for those violating the Bihar Prohibition and Excise Act 2016 which has so far been amended several times.

  • 99 police stations and outposts go ‘missing’ in Bihar

    Express News Service

PATNA: Altogether 99 police stations and police outposts in Bihar have gone ‘missing’!  This startling fact came to light when officials of a private company that has been awarded contract of installation of CCTV cameras at police stations in the state visited the locations for their work recently. The officials of Tata Advanced Systems Limited (TASL) were taken aback when they couldn’t find buildings of police station or any police outpost at the specified locations in 28 districts for installation of CCTV camera.

Finally, they submitted a report to the state police headquarters stating therein that they have failed to trace 62 police stations and 37 police outposts in 28 out of the 40 police districts in Bihar. The CCTV cameras are being installed in all notified police stations under Crime and Criminal Tracking Network and System (CCTNS) of the centre. The report submitted by TASL prompted the police headquarters to initiate the process of physical verification of the police stations and outpost that were ‘missing’ despite their names included in the list. There are 925 police stations and 250 outposts in the state.

DIG, State Crime Record Bureau, wrote all SPs of the districts concerned last week asking them to furnish detailed information about the ‘missing’ police stations and police outposts at the earliest. For example, Singhchak and Bannu Bagicha police stations in Lakhisarai were not found at the addresses. Likewise, Chanan railway police station under Jamalpur rail district was non-existent. Jamalpur superintendent of rail police Amir Javed said the Chanan railway police station could not be made operational despite it being notified. He attributed the reason to non-operation of railway traffic.

An ADG rank officer, who is in know of the matter, said, “At times, police stations are shifted to some other locations as they don’t have buildings of their own. Moreover, it is a time consuming process to make any police station or police outpost fully operational.”

  • G’gram police to get 25 PCR vehicles

In an order to reduce response time and ensure police presence on city roads, the Gurugram Police  will soon get  25 police control room (PCR) vans donated by the Municipal Corporation of Gurugram (MCG).

These vans (Maruti Suzuki Ertiga) equipped with Global Positioning System (GPS) to track the location of police personnel, sirens, flashlights, masks, reflectors, night vision, night jackets, torches, first-aid boxes and other essential police accessories.

The figure for such vehicles will be increased by 100. Soon the district all police stations will get two PCR vans each, an official said.

Expressing his views about dial 100 Commissioner of police K K Rao said, “When a person in distress dials 100, the exact location of the caller is identified immediately, and police station within the jurisdiction of the location of the call is intimated and action will be taken within 5 to 10 minutes”.

He explained that a GPS system identifies the nearest location of the Police Emergency Response vehicle and the police are able to reach the caller within the prescribed time.

“We just want to improve police presence on city roads and decrease police response time. It is an improved version of earlier systems which gives minute details about route followed, distance and area covered (in km), duration of stay at any location during the day, details about police official riding the bike, PCR vans with his contact number, it will help to reach the crime scene at a specific time, current and past locations, points checked by them etc,” Rao said.

These PCR vans have been connected to the police control room. So that the nearest PCR riders can reach on time and help victims. Each van has their own particular number along with rider contact number and same will be monitored at

police commissioner’s office. To track the location of cops a special screen will be installed at the Police Commissioner’s office.
