Anantnag/Rajouri (JK): With the threat of cross-border shelling in some border areas and satellite phones and special runners in place to deal with contingencies, all is in readiness for elections in the controversially redrawn Anantnag-Rajouri constituency from where PDP chief Mehbooba Mufti is contesting. Contesting against Mehbooba Mufti, working to revive her party’s fortunes following its alliance with the BJP in 2015, in the keenly watched election on Saturday are National Conference’s Mian Altaf and 18 others.
Elections in the last of the five seats in Jammu and Kashmir take place against the backdrop of four terror incidents, including one that claimed the life of an Indian Air Force soldier and a former BJP sarpanch.
Nothing is being left to chance, said officials. Multi-layer security arrangements have been put in place in the constituency spread across 18 assembly segments in Anantnag, Kulgam and Shopian in south Kashmir and Rajouri and Poonch districts south of Pir Panjal to ensure free, fair and peaceful polling. The Election Commission has set up 2,338 polling stations in the parliamentary constituency, which has more than 18.36 lakh voters. Four election staff, including the presiding officer, will be stationed in every polling booth. In all, more than 9,000 polling staffers, including reserves, are being deployed and have left for their stations. Some polling stations fall in communication-shadow areas and alternative arrangements have been put in place in such areas with satellite phones, wireless sets and special runners being provided in case of a crisis. The parliamentary seat was redrawn, sparking controversy due to the geographical divide imposed by the Pir Panjal ranges. Criticism was levied against the delimitation process with Ghulam Nabi Azad of the Democratic Progressive Azad Party among others voicing concern over the methodology employed and suggesting a lack of consideration for geographical coherence. In 2019, the Anantnag constituency had a turnout of just 9.8 per cent. And so perhaps, in a marked contrast to the fervent campaigning witnessed in other constituencies, the area has seen relatively subdued rallies.
However, the Poonch and Rajouri regions, known for high voter turnouts, have seen hectic campaigning with all parties getting their top leaders to campaign.
Political heavyweights such as National Conference’s Farooq Abdullah and Omar Abdullah, PDP’s Mehbooba Mufti and her daughter Iltija Mufti, Jammu and Kashmir Apni Party’s Altaf Bukhari and Azad have spent considerable time in engaging with voters.
Originally slated for May 7, the Election Commission postponed polling in Anantnag-Rajouri citing adverse weather conditions. The decision to defer voting by 18 days drew the ire of regional political factions which alleged favouritism towards the BJP-backed Apni Party candidate Zafar Manhas.
Azad, who was initially slated to contest under the DPAP banner, has fielded Mohammad Saleem Parray, prompting speculation of strategic candidate placements possibly influenced by the BJP to fracture opposition votes.
This Lok Sabha election, the first since Article 370 was abrogated in 2019 and the erstwhile state of Jammu and Kashmir was divided into the union territories of Jammu and Kashmir, and Ladakh, is crucial for Mehbooba Mufti.
She is grappling with internal party dissension with several former PDP members now contesting against the party. The most prominent among them perhaps is Manhas, who was earlier affiliated with the PDP.
Amid the political manoeuvring, National Conference’s Omar Abdullah hinted at BJP support for Mehbooba Mufti in certain local pockets, a claim she chose not to address publicly.
The unfolding developments in Anantnag-Rajouri portend a riveting electoral showdown with far-reaching implications for the region’s political landscape.
With record-high polling in Srinagar and Baramulla, political observers feel the south Kashmir constituency will also register a higher than expected voter turnout.
The aggregate turnout in the four Lok Sabha seats, including Udhampur and Jammu, which have already gone to polls was around 59 per cent.
Authorities had received more than 2,200 applications from the contesting candidates and political parties, seeking permission for various electioneering activities.
While 1,920 applications for rallies, roadshows and meetings were approved, 303 pleas were rejected on various grounds.
The 18.36 lakh voters are enrolled in the five districts of Kulgam, Anantnag, Poonch, Shopian and Rajouri of the parliamentary constituency include 9.33 lakh men, 9.02 women and 27 third-gender voters.
Around 18,000 differently-abled people and 540 people aged above 100 years are eligible to cast their ballots.
Polling will be held from 7 am to 6 pm. Before that, there will be a mock poll in the presence of polling agents. Voting will continue after 6 pm if voters are found standing in queues outside polling booths.
Seventeen polling booths (‘pink’ polling stations) will be managed by women, 15 by differently-abled people and eight by youngsters. Also, there will be 15 ‘green’ polling stations to spread the message about environment awareness.
All the polling stations in Anantnag-Rajouri will have CCTV cameras for live webcasting to the control rooms set up at the district and CEO office. The cameras will be positioned in such a way so that they do not violate the secrecy of vote.
Pahalgam: The ongoing electoral battle transcends mere developmental issues; the priority is safeguarding Jammu and Kashmir’s core identity and interests, stated Mehbooba Mufti, President of the Peoples Democratic Party (PDP), during a series of roadshows across various hamlets of South Kashmir’s Pahalgam on Saturday. Mehbooba rallied supporters, emphasizing that the ongoing electoral battle focuses on safeguarding the core identity and interests of Jammu and Kashmir, rather than just developmental issues. She expressed the intention to reclaim the plundered rights of Jammu and Kashmir since 5th August 2019.
Mehbooba underscored the significance of unity among the people of Jammu and Kashmir, urging them to rise above partisan politics and prioritize the greater cause. She stated that the PDP is the protector of people’s interests and, if voted into power, will take the people’s voices to parliament.
Addressing the challenges faced by the people of Jammu and Kashmir, Mehbooba remarked, “The current scenario in Jammu and Kashmir reflects a systematic assault on our rights and resources.” She highlighted issues such as skyrocketing electricity bills and the denial of employment opportunities for educated youth, asserting that the people are bearing the brunt of these injustices.
Mehbooba alleged, “Our lands are being taken away from us, our resources and jobs are being bartered to outsiders. Our people are being turned into bonded laborers with no identity and no say,” while addressing a public rally.
She further pledged to fight to reverse the losses incurred since 5th August 2019, promising a resurgence of rights and dignity for the people of Kashmir.
Mehbooba assured, “I promise you that we will get back whatever was snatched away from us post 5th August 2019,” and asked people to remain vigilant and united in the face of adversity. “We must not lose hope, for history has shown that change is possible even in the darkest of times,” concluded Mufti.
SRINAGAR: Former Jammu and Kashmir Chief Minister and PDP president Mehbooba Mufti has said that if BJP wins the upcoming parliamentary elections, it might be the last election that the country would witness. The PDP leader said that neither she is interested in becoming the Chief Minister or a Member of Parliament. Mehbooba Mufti kickstarted her election campaign from South Kashmir’s Shopian district earlier today.
“I am compelled to stand with you all who want me to become their voice. I want to raise the voice of the oppressed, the voice of all the youth locked in jails. Because I do not know whether there will be any elections after this or not. These elections are necessary today to raise the voice of the oppressed,” Mufti said.
The People’s Democratic Party (PDP) launched its election campaign from South Kashmir for the upcoming Lok Sabha elections in Jammu and Kashmir with a vibrant road show stretching from Tahab Crossing, Circular Road in Pulwama to Sangam in Anantnag on Tuesday.
Mehbooba Mufti and party’s youth president Waheed-ur-Rehman Para, who is the party’s candidate from the seat, led the rally, which drew hundreds of enthusiastic participants, predominantly of youth and PDP supporters.
Addressing the media after the event, Mehbooba Mufti extended condolences to the families affected by the recent Batwara Srinagar boat capsizing incident. Criticizing the current administration, she lamented the alleged transformation of the Union Territory into an “open jail” under the BJP-led Lt Governor’s regime.
The PDP’s election strategy was outlined, with Mufti contesting from the remodelled Anantnag-Rajouri constituency, Para entering the fray from Srinagar-Pulwama, and Fayaz Ahmad Mir standing as the candidate from the north Kashmir constituency.
The PDP’s decision to contest independently follows a public fallout with the National Conference despite their previous alliance in the INDIA coalition. The upcoming polls, commencing on April 19, will witness prominent contenders including former Chief Minister Ghulam Nabi Azad and veteran National Conference leader Mian Altaf. Jammu and Kashmir’s electoral landscape has undergone significant changes with the state’s transition to a Union territory.
NEW DELHI: Chief Election Commissioner Rajiv Kumar, along with Election Commissioners Gyanesh Kumar and Dr Sukhbir Singh Sandhu, on Saturday said that assembly elections in J&K will be held soon. CEC Rajiv Kumar, while addressing a press conference, stated that assembly elections in Jammu and Kashmir will be held soon after the Lok Sabha polls.
Speaking to reporters, CEC Rajiv Kumar addressed the issue of holding simultaneous central and state elections in the Union Territory of Jammu and Kashmir (J&K). Kumar cited security concerns as a primary obstacle, leading the poll panel to deem it unfeasible at this time. However, he emphasized the panel’s dedication to conducting elections in the region, assuring that they would proceed following the Lok Sabha polls.
Kumar highlighted the consensus among all parties in J&K regarding the desire for Assembly elections to coincide with parliamentary polls. Despite this shared sentiment, logistical challenges presented a significant hurdle. The sheer number of candidates expected in each Assembly segment, averaging between 10 to 12, would necessitate substantial security arrangements. Kumar explained that accommodating over 1,000 candidates would be impractical given the existing constraints.
Nevertheless, Kumar reaffirmed the commitment of the poll panel to facilitate elections in J&K. He assured that once the current electoral processes conclude, the panel would prioritize holding polls in the region. This statement underscores the panel’s acknowledgement of the importance of democratic participation in J&K, despite the complexities involved in ensuring a secure and efficient electoral process.
Importantly, the Lok Sabha elections in J&K will be held in five phases – April 19, April 26, May 7, May 13 and May 2.
The CEC also announced the dates for polls for the Lok Sabha elections 2024, which will be held in 7 phases starting from April 19. Phase 1 voting will be held on April 19, Phase 2 voting will be held on April 26, Phase 3 voting will be held on May 7, Phase 4 voting will be held on May 13, Phase 5 voting will be on May 20, Phase 6 voting will take place on May 25 and Phase 7 voting will be held on June 1. Counting of votes will be held on 4 June.

Phase 1 voting will be held on April 19, Phase 2 voting will be held on April 26, Phase 3 voting will be held on May 7, Phase 4 voting will be held on May 13,
Phase 5 voting will be on May 20, Phase 6 voting will take place on May 25 and Phase 7 voting will be held on June 1. The results will be announced on June 4.
With the formal announcement of the 2024 Lok Sabha election schedule, the Model Code of Conduct has also come into effect across the country. It may be noted that the tenure of the present Lok Sabha ends on June 16 and a new House must be constituted before that. In 2019, the general elections were held over seven phases from April 11 to May 19, with results declared four days later. The BJP-led National Democratic (NDA) won a total of 303 seats, leaving the grand-old party behind at 52 seats, in the 2019 general elections.
Total 96.8 Crore Voters Eligible To Cast Votes: CEC
A total of 96.8 crore voters will be eligible to cast their vote in the 2024 Lok Sabha elections, Chief Election Commissioner (CEC) Rajiv Kumar said on Saturday. Addressing a press conference here to announce the dates of Lok Sabha elections and assembly polls to four states, Rajiv Kumar said there will be 10.5 lakh polling stations and 1.5 crore polling officials and security staff will be deployed to conduct the elections in the world’s largest democracy.
“We are committed to giving the nation a truly festive, democratic environment. The term of the 17th Lok Sabha is due to expire on 16th June 2024. The terms of the Legislative Assemblies of Andhra Pradesh, Odisha, Arunachal Pradesh and Sikkim are also due to expire in June 2024. Elections are due in Jammu and Kashmir,” he said.
Kumar said approximately 49.7 crore voters are male and 47.1 crore voters are female.
“We have 1.8 crore first-time voters and 19.47 crore voters between the age group of 20-29 years,” he said, adding that 88.4 lakh voters are of PwD category, 2.18 lakhs are centenarians and 48,000 are transgenders.
SRINAGAR: Peoples Democratic Party chief Mehbooba Mufti on Friday accused the National Conference (NC) of reducing the Peoples Alliance for Gupkar Declaration (PAGD) to a “joke” after the Farooq Abdullah-led party unilaterally decided to contest all three Lok Sabha seats in Kashmir. The PAGD alliance in Jammu and Kashmir has been disbanded, she said. PDP chief Mehbooba Mufti also announced that she will move forward independently. She attributed the demise of the PAGD to the National Conference.
Hours after National Conference Vice President Omar Abdullah stated that there would be no alliance with the PDP for the upcoming Lok Sabha polls, Peoples Democratic Party president Mehbooba Mufti shifted the decision-making responsibility to the Congress, which is part of the INDIA bloc. She mentioned that a decision would be made after consulting with the party.
During a press conference at the party headquarters in Srinagar, Mehbooba expressed her disappointment with the NC’s decision, stating that they had achieved what the BJP could not by damaging the PAGD ( People’s Alliance for Gupkar Deceleration). She also indicated that discussions with Congress were forthcoming, and a decision would be made soon. “I am a fighter. We will engage with Congress on this matter and announce our decision soon,” she stated.
Earlier, National Conference Vice President Omar Abdullah had remarked, “The situation has excluded the PDP, not the National Conference.” He questioned how they could abandon south Kashmir for the PDP, which placed third in the last LS polls. “They (PDP) speak of alliances but only target NC in their rallies and tweets,” Omar added.
No understanding of seat sharing in Lok Sabha elections has put two big political parties of Jammu and Kashmir face to face, which will benefit BJP in Jammu and Kashmir in forthcoming parliamentary elections.

SRINAGAR: Opposition Congress and PDP on Monday said the government wanted to falsely project normalcy in Jammu and Kashmir by holding a G20 event while there was an “emergency-like situation” in the Union Territory.
“The G20 countries should also internally keep an eye on the situation in Jammu and Kashmir. The democracy has been wiped out here, there is an emergency-like situation created by the BJP,” Pradesh Congress Committee (PCC) president Vikar Rasool Wani told reporters at a party function here.
He said the government has destroyed the roads in the city and now is putting up hoardings to impress the G20 delegates.
“They are showing the roads to the G20, roads have been destroyed, now only pictures are being put up–the G20 should also know about the internal situation in J-K, the lack of democracy, the absence of an (elected) assembly, snatching of the statehood and the division of the state,” Wani said.
Wani claimed that he was denied permission to hold public rallies in the Valley but the BJP’s like-minded parties are continuously allowed to do so.
“We had applied for permission to hold rallies at Baramulla, Budgam, Kupwara and Kishtwar but permission was not granted. Other parties like Apni party and DPAP are getting permissions continuously,” he said.
Wani said it was evident that the government has failed to improve the situation in J and K.
“(Union Home Minister) Amit Shah claims to have ended terrorism in Jammu and Kashmir. But there is no decrease in target killings. In one month, we have lost 10 soldiers in Rajouri. The BJP only uses Kashmir for election campaigns,” he alleged.
PDP leader Ghulam Nabi Lone Hanjura said while holding the G20 working group meeting in Kashmir may boost tourism in the valley, the government’s main aim was to falsely project normalcy in the Union Territory.
“Holding G20 event is good and it may help to boost tourism here. However, there is no change in the ground situation, particularly after the revocation of Article 370. I think by holding a G20 event here in Kashmir, they want to convey a message globally that all is well in Kashmir,” Hanjura told reporters here.
The PDP general secretary said the situation on the ground was ‘not good’ as two incidents of militancy-related violence happened in Rajouri and Poonch.
“Firstly, I strongly condemn the incidents. It should not happen because the PDP believes guns are not the solution. Issues can be resolved through talks but unfortunately, the BJP government cannot digest this. They are not ready for talks. Even, for instance, if war prevails for 100 years, ultimately the solution is through dialogue,” he added.
Hajura said the people in Kashmir were facing problems as authorities have tightened the security measures ahead of the G20 meeting.
On demands for another surgical strike on Pakistan, he said, “After the first surgical strike, the situation is as it was. Gun is not the solution the PDP advocates dialogue only. India and Pakistan should come on table for talks along with stakeholders to find a solution.”
In response to a question on the involvement of locals in the pooch incident, Hanjura said, “That’s the duty of security agencies. If anyone is involved, he should be punished.”
He, however, questioned how the incident took place in such a huge presence of security forces.
“The BJP is answerable for that. They claim that they made the situation better here, stone pelting is not happening, militancy is over,” he said.
On the spat between the foreign ministers of India and Pakistan on the sidelines of the SCO meeting, Hanjura said, “They (two countries) should bring down the bitterness and overcome the hatred. I think Bilawal Bhutto Zardari should not have said what he said and the response he got was also not valid.”
The third G20 tourism working group meeting will be held in Kashmir between May 22 and 24.

The administration had earlier this week issued an eviction notice to the former Jammu and Kashmir chief minister, saying she was not entitled to use the bungalow on the high-security Gupkar Road.
“The media is wasting time in discussing non-issues like Mehboba Mufti vacating the house. Ideally, they should focus on real issues and problems faced by people (of Jammu and Kashmir) but they are not doing that,” the Peoples Democratic Party (PDP) leader told reporters after paying obeisance at her father Mufti Mohammad Sayeed’s grave in Anantnag district.
Mehbooba also said that seizing of passport, questioning by the Enforcement Directorate or eviction notices do not surprise her.
“If anything surprises me, it is the priorities of (the visual) media,” she said.
“A teenager was killed while he was in police custody. He was just an accused and nothing had been proved against him. Instead of holding prime time debates on the circumstances in which this 19-year-old life was snuffed out, media is holding debate on eviction notice to Mehbooba Mufti,” the PDP leader said.
“The discussion should have centred on how this youth could be killed while he was in police custody,” she added.

On if she would vacate the Fair View bungalow, Mehbooba said if the government has no concern for security, “I will vacate the house”.

Several political parties, including the PDP and the National Conference (NC), on Wednesday, had called for a probe into the killing of an arrested “hybrid Lashkar-e-Toiba militant” during an anti-militancy operation in Shopian district of Jammu and Kashmir.
Imran Bashir Ganaie was arrested for his alleged involvement in the killing of two labourers at Harmain in district in the early hours of Tuesday.
He was killed early on Wednesday in firing by militants when police launched an anti-terror operation in Shopian’s Naugam area, according to the Kashmir Zone police.
In 2020, NC leader and former chief minister Omar Abdullah vacated the official bungalow which was allotted to him on security grounds in 2002 when he was a Lok Sabha member.
His son Omar Abdullah had vacated the bungalow as the administration did away with the entitlement of former chief ministers to official accommodation.

SRINAGAR: The Jammu and Kashmir administration has asked PDP president Mehbooba Mufti to vacate her official bungalow in the high-security Gupkar area here. The former chief minister was served the eviction notice earlier this week.
“The notice to evict from the Fair View was served to me a few days ago. This has not come as a surprise and is along the expected lines,” Mehbooba told PTI.
She said although the notice has mentioned that the bungalow where she lives was meant for the chief minister of Jammu and Kashmir, that is not the case.
“This place was allowed to my father (Mufti Mohammad Sayeed) in December 2005 after he relinquished the office of chief minister. So, the grounds taken by the administration are not correct,” she added.
Mehbooba has been living in the Gupkar area since December 2005.
Asked if she will challenge the notice in the court of law, the PDP chief said she will consult her legal team.
“I don’t own a place where I can live. So, I have to consult my legal team before making a decision,” Mehbooba said.
Another former chief minister and National Conference leader Omar Abdullah vacated the official bungalow in the Gupkar road in 2020 even before the administration issued an eviction notice to him.
The change in entitlements for former chief ministers in the wake of the abrogation of Article 370 and the reorganisation of Jammu and Kashmir into two Union territories meant that they could not continue to live in the official residences provided to them in the erstwhile state.
Senior PDP leader Naeem Akhtar also had to vacate his Gupkar house after the change in the Constitution.
Several politicians, including former ministers, continue to live in government bungalows and houses in Jammu and Kashmir though.

“While HM is going around Kashmir beating drums of normalcy, I am under house arrest for simply wanting to visit Pattan for a worker’s wedding. If an ex-CM’s fundamental rights can be suspended so easily, one can’t even imagine the plight of a commoner (sic),” tweeted Mehbooba Mufti.

Mehbooba was among the three former Chief Ministers and mainstream leaders arrested and booked under stringent PSA after Article 370 revocation on August 5, 2019. She was later released in October 2020 and since her release, she has been placed under house detention on a few occasions.
Police, however, denied Mehbooba’s allegation that she was denied permission to travel to Pattan in north Kashmir and placed under house detention.
“It is clarified that no restriction of any kind travel to Pattan, travel to Pattan was at 1 pm as intimated to us. The picture tweeted by her is of inside of the gate with own lock of residents who stay in the bunglow. There is no lock or any restrictions. She is free to travel (sic),” tweeted Srinagar police.
I was informed last night by SP Baramulla @bhatray that I wouldn’t be allowed to travel to Pattan. Today @JmuKmrPolice have themselves locked my gates from inside & are now lying through their teeth. Sad that law enforcement agencies are brazenly trying to cover up their tracks. https://t.co/1giIjfy0eE

Police also released pictures of the main gate of Mehbooba’s residence. No armoured vehicles were placed at the main gate of Mehbooba’s residence.
