    Significance

    History

    The Economic and Social Council and the Commission for Social Development pushed the Secretary-General to concentrate on family-related issues in 1983, which is how the Global Day of Parents got its start. The International Year of the Family was established in 1994 and the International Day of Families is observed on May 15 of each year as a result of the United Nations’ emphasis on family issues throughout the 1980s.

    The United Nations proclaimed June 1st, 2012, as the Global Day of Parents. The inaugural commemoration took place in 2013, signifying a critical turning point in the global recognition of the roles that parents play.

  • Parents teaching children in private schools will have to pay 100% fee

    The double bench of the Supreme Court, while hearing the case, has ruled that Rajasthan’s unaided private schools can recover 100 per cent of the fees at the time of lockdown implemented in 2019-20 during the Corona transition. However, the court has also imposed some conditions for this. During the Corona period, during the online classes, the parents had demanded a concession in the fees, on which the Rajasthan High Court gave a relaxation in the fees giving relief. But after this order of the Supreme Court, now 100% of the fees will have to be paid. Although the Supreme Court has also given some relief to the parents to pay the full year fees, this fee will be paid in 6 installments.

    According to the court’s order, private schools will no longer be able to take the increased fees. From 5 March 2021, students will be able to recover according to the fixed fees in the session 2019-20. Although earlier it was decided to pay only 70 per cent of the tuition fee, but now the entire fee will have to be paid.

  • COVID-19: When can students join back school, states ask parents

    NEW DELHI: Several states, urged by the Centre, have started conducting a survey among guardians and parents to understand whether the primary and preprimary students can be brought back to schools beginning next month.

    The development comes even as classes 9-12 have begun in many states and secondary classes are set to start later this month.

    Sources in the Union education ministry told this newspaper that the states had reached out to the Centre for its opinion on re-opening the lower classes based on the Covid-19 pandemic situation in the country at present.

    “However, we have suggested they take the opinions of the stakeholders as the decision to reopen the schools had been left on individual states’ discretion in the guidelines earlier,” said a senior official in the ministry.

    “We have now heard that some states such as Uttar Pradesh, Maharashtra and Madhya Pradesh among others are reaching out to parents to get their opinion and whether they are comfortable in sending back the young students to schools,” the official added.

    The Centre had permitted the reopening of schools in phases after October 15, while making it clear that it will continue to promote online teaching.

    This meant that what students could actually experience is varying depending on where they go to school.

    The Union education and home ministries have categorically said that students will not be forced to attend classes in school.

    “Even if schools for young children start in the coming weeks depending on the feedback we receive, we will ask schools to ensure that attendance is not enforced, and it will depend entirely on parental consent,” said an education department official in Uttar Pradesh.

    Global bodies have been insisting on reopening of schools saying that the benefits of keeping those open far outweigh the costs of closing them, and hence nationwide closures should be avoided at all costs.

    A recent UNICEF global study using data from 191 countries showed no association between school status and Covid-19 infection rates in the community.

    With little evidence that schools contribute to higher rates of transmission, It had urged governments to prioritize reopening schools and also to make them safe.

    School re-opening plans must include expanding access to education, including remote learning, especially for marginalized groups, the report had said adding that education systems must also be adapted and built to withstand future crises.

    According to a release issued from the Office of the Collector (District Child Protection Unit), Juvenile Justice of the Children (Child Protection Institutions) under the Juvenile Justice (Care and Protection of Children) Act, 2015, registered under Section 41 of the Juvenile Justice (Protection of Child) As per the provisions of Section 44 of the Maintenance and Protection) Act 2015 and Model Guide Line for Foster Care 2016, applications have been invited from Indian couples in foster care for temporary protection.
    It will be the responsibility of the foster care family to provide the child with proper food, clothing, shelter, education, higher education, care and protection, all kinds of medical, treatment, professional training according to age and interest, to meet the child’s developmental needs. Protect from exploitation, abuse, harm, neglect and respect the privacy of the child and his biological family. With this, it will be mandatory to follow all the obligations and conditions mentioned in the Foster Care Guide 2016 and the directions of the Child Welfare Committee and District Child Protection Unit.
    Indian couples who want to temporarily protect children in need of care and protection can contact the office of District Child Protection Unit, Women and Child Development Department, Kondagaon and apply in the prescribed form. After the application, in the light of the said act and guide line, on the basis of the Home Study Report and the recommendation of the Sponsorship and Foster Care Approval Committee, the child welfare committee of the district may be given to foster care for the child and the concerned couple.

  • Suspicious recruitment of medical seats in Chhattisgarh, Chief Minister Baghel ordered inquiry
