  • 96 per cent schools, 92 per cent students participate in National Achievement Survey

    By PTI

NEW DELHI: Nearly 96 percent of schools in 24 states and 92 percent of students participated in the National Achievement Survey (NAS) conducted across the country on Friday, as per initial estimates shared by the Ministry of Education.

“National Achievement Survey 2021 has been conducted successfully across the country, with the enthusiastic participation of schools and students. As per initial estimates received from 24 states and UTs so far, nearly 96 percent of schools and 92 percent of the targeted sampled children participated in the survey,” a senior ministry official said.

The survey was conducted in different mediums of instruction as available in the sampled schools. The survey, which assesses the competencies developed by the students at the grade levels of third, fifth, and eighth, is conducted every three years.

The survey was last conducted in 2017 and was scheduled to take place in 2020. However, due to the COVID-19 situation, it was postponed until this year.

“NAS 2021 is the first achievement survey after the release of National Education Policy 2020 (NEP). The assessment would be used to benchmark students’ learning against criteria such as process skills and learning outcomes. NAS 2021 will infuse the competency-based assessment system over the content and memory-based assessment as envisaged by NEP 2020,” the official said.

“Besides student achievement test, pupil questionnaire, teachers’ questionnaire and school questionnaire were also obtained to understand the various settings and perspective of students, teachers and schools. This will provide valuable information regarding the background, teacher training, rural-urban, the effectiveness of online education, etc., to comprehend the education system in a comprehensive manner,” the official added.

While the instrument development, testing, finalisation of test items, sampling of schools, etc., were done by the NCERT, the actual administration of the test in the sampled schools was done by the CBSE in collaboration with the respective states and union territories.

The survey, which covered government, government-aided and private schools, will help to assess the learning interruptions and new learnings during the pandemic and help to take remedial measures.

“The Covid pandemic had forced the closure of schools and interrupted the learning at different levels. There is an urgent need to evaluate children’s progress and learning competencies to analyse and examine the health of the education sector for taking necessary action at the district, state and national level,” the official said.

“It is essential to gauge the education system before and after lockdown to evaluate the impact of school closures on students’ learning. The assessment focused on students in early grades in core subjects like reading and mathematics, which will give enough space for corrective measures in time.”

The results of NAS will be prepared in the form of district report cards, state and UT reports and national report.

“NAS will enable states and UTs to identify gaps in learning outcomes and take remedial steps. It will also help in the capacity building for teachers and officials involved in the delivery of education in the country. The result from the assessment would also provide a rich repository of evidence and data points furthering the scope of research and development,” the official said.

  • Social security pension scheme of Punjab government finds mention in Class V paper, sparks row

    By PTI

CHANDIGARH: An advertisement and questions related to the social security pension scheme of the Punjab government found mention in an examination paper of Class 5 students, drawing sharp reactions from a teachers’ body and the opposition SAD and AAP.

The government advertisement on raising social security pension was inserted in the Punjabi subject paper of Class 5 students and then questions relevant to it were asked, said a teacher on Monday. The exam for Class 5, to prepare students for the National Achievement Survey (NAS), began on Monday.

The NAS, aimed to assess learning achievement, is to be conducted in November. One of the questions asked to the students was “What is this advertisement about.” Another question was “When the distribution of the hiked social security pension began.”

The state government had earlier announced raising the social security pension from Rs 750 per month to Rs 1,500 per month.

Democratic Teachers’ Front (Punjab) president Vikram Dev Singh condemned the insertion of an advertisement in the question paper and accused the government of trying to publicise its schemes through student examinations.

“It is totally wrong. We condemn it,” he said. Shiromani Akali Dal’s senior leader and former education minister Daljit Singh Cheema dubbed the insertion of an advertisement pertaining to a welfare scheme in a question paper as “unethical practice”.

“Let the education remain education. Tomorrow you will start giving government advertisements and putting photos of ministers in school text books and then there is no end to it,” Cheema said slamming the Congress-led government.

The AAP, the main opposition party in Punjab, also lambasted the government over the issue. “This is height of shameless publicity. @capt_amarinder what are you trying to do? You are not even sparing children of the state from your false propaganda. These cheap tricks will not get you and your party anywhere,” party leader Harpal Singh Cheema said in a tweet.

NEW DELHI: The National Achievement Survey (NAS) to assess learning achievement of children in government and private schools will be conducted by NCERT in November, Union Education Minister Dharmendra Pradhan said on Monday.

The survey was last conducted in 2017 for classes 3, 5 and 8 and in 2018 for class 10.

The information was shared by Pradhan in response to a written question in Lok Sabha about whether any study or survey has been conducted to evaluate the quality of school education of the country, especially keeping in view the recent increase in online classes.

“The National Council for Educational Research and Training (NCERT) conducts periodic national sample surveys to assess learning achievement of children in classes – 3,5, 8 and 10. The National Achievement Survey (NAS) 2017 was held on 13th November 2017 for assessing the competencies of children at the grade levels 3, 5 and 8 from across 701 districts covering all the 36 States and UTs and covered 22 lakh students from 1.10 lakh schools,” he said.

“NAS (2017) was administered in different subject areas such as Languages, Mathematics, EVS/Science and Social Sciences in the government and government aided schools. Similarly, NAS for class 10 was also conducted throughout the country on February 05, 2018,” he said.

The minister noted that the learning levels of 15 lakh students in 44,304 schools across 610 districts in 34 states and UTs were assessed in five subjects — English, Mathematics, Science, Social Science and Modern Indian Language (MIL).

“Further, it has been decided to conduct the next round of National Achievement Survey across the country in November 2021,” he added.
