  • Mallikarjun Kharge asks Rajya Sabha chair to restore expunged parts of his speech

    Congress president Mallikarjun Kharge, leader of the opposition in the Rajya Sabha, on Wednesday urged Chairman Jagdeep Dhankhar to restore the expunged parts of his speech on the Motion of Thanks on the president’s address. Raising the issue during Zero Hour, Kharge said two pages from his February 2 speech were removed, leading to distortion of intent.

    “I had raised certain points…they have been removed from the record,” he said, and emphasised that he had not taken anybody’s name nor violated any rules.

    He cited several rules to support his argument against the removal of parts of his speech. The Congress leader added that he also did not made any remarks on “persons in high authority” which required to be expunged.

    “I register my strong objection…I would like to request you to restore the expunged part in the House proceedings,” Kharge, who has also give a written note to the chairman on the matter, said.

    Dhankhar said he would look into it and give his ruling. He also there is a book on ‘unparliamentary words’. On a suggestion from a Rajya Sabha member, the chairman also said he would be happy to constitute a committee to revisit the list of ‘unparliamentary expressions’. “I have received a written communication from the Leader of the Opposition. I have gone through it. I will give my ruling on it,” he said.

    Dhankhar said Kharge had raised four points in his written communication. The first point relates to a word which is “unparliamentary” and was hence expunged. Points number two, three and four relate certain portion of Kharge’s remarks which were made after the Chair had announced “that nothing will go on record”.

    Earlier in the day, Dhankhar said the House would meet on Saturday (February 10) in order to complete essential government business. There will be no Zero Hour and Question Hour on Saturday.

    According to the original schedule, Friday would have been the last day of the ongoing Budget session.

  • PM Modi to reply on ‘Motion of Thanks’ in Rajya Sabha today

    Prime Minister Narendra Modi is scheduled to reply to the Motion of Thanks to the President’s Address in Rajya Sabha on Wednesday.

    President Droupadi Murmu had addressed the joint sitting of Lok Sabha and Rajya Sabha on January 31, the first day of the Budget Session.

    PM Modi replied to the Motion of Thanks to the President’s Address in Lok Sabha on Monday.During his speech, he said that the third term of his government is not far and this time the National Democratic Alliance (NDA) will win 400 seats and the Bharatiya Janata Party, individually will get 370 seats.

    “A Ram Temple of Lord Ram was built which will continue to give new energy to the great tradition of India. Now the third term of our government is not far. Maximum 100 days left. The whole country is saying that ‘Abki baar 400 paar’. I don’t go into numbers but I can see the mood of the country. It will make the NDA cross 400 and BJP will get 370 seats,” PM Modi said.

    “We all saw the abolition of 370. Article 370 was abolished before the eyes of these many MPs and with the power of their votes. Nari Shakti Adhiniyam became law in the second term. From Space to the Olympics, there is an echo of the power of women’s empowerment. People have seen the projects that were pending for years being completed,” he added.A general discussion on the Union Interim Budget 2024-25, and the Interim Budget on Jammu and Kashmir 2024-25 is also to be started in the Upper House today after Prime Minister Narendra Modi’s address.Apart from this, as per the List of Business in the House for the day, Rajya Sabha MPs Harnath Singh Yadav and Ram Nath Thakur will lay on the table, a copy of the statement showing action taken by the government on 62nd Report of the Department-related Parliamentary Standing Committee on Agriculture, Animal Husbandry and Food Processing on the action-taken by the government on the Observations/Recommendations contained in the Fifty-Third Report on ‘Demands for Grants (2023-24)’ of the Ministry of Fisheries, Animal Husbandry and Dairying (Department of Fisheries).

    Union MoS, Danve Raosaheb Dadarao will make a statement regarding status of implementation of recommendations contained in the 37th Report of the Department-related Parliamentary Standing Committee on Coal, Mines and Steel on ‘Import of Coal – Trends and issue of self-reliance (2022-23)’ pertaining to Ministry of Coal.

    The Budget Session, which began on January 31, will be spread over eight sittings spread over a period of 10 days and may conclude on February 9.

  • PM Modi Calls Himself ‘Sabse Bada OBC,’ Accuses Congress Of Indulging In Hypocrisy |

    NEW DELHI: Prime Minister Narendra Modi, in a fiery response to the debate on the Motion of Thanks to the President’s address in Parliament on Monday, proudly proclaimed himself as ‘Sabse Bada OBC,’ slamming the Congress for what he termed as ”hypocrisy” and ”double standards” in dealing with leaders from Backward communities.

    Congress Insulted Karpoori Thakur, OBC Leaders: PM

    In a scathing attack on the Congress, PM Modi accused the party of disrespecting Karpoori Thakur, a stalwart from Bihar who dedicated his life to democratic principles and constitutional values. He highlighted the recent conferment of Bharat Ratna on Thakur, underscoring the challenges he faced during his tenure as Bihar CM in 1970.

    “Congress party and UPA government did not deliver justice with OBCs. A few days ago, Karpoori Thakur ji was conferred with Bharat Ratna. In 1970, when he became Bihar CM, what was not done to destabilise his government? Congress can’t tolerate OBCs…They keep counting how many OBCs are there in the government. Can’t you (Congress) see the biggest OBC here (pointing towards himself)?” PM Modi said in his reply to the ‘Motion of Thanks’ on the President’s address.

    UPA’s Injustice To OBCs

    Continuing his offensive, PM Modi criticized the UPA government for failing to deliver justice to OBCs. He pointed out the formation of the National Advisory Council during their tenure, questioning its lack of OBC representation and influence. “During the UPA Government, an extra-constitutional body was formed. The government could not have its way before that body. National Advisory Council – did it have any OBC members? Find out,” he added.

    Inflation Legacy Of Congress: PM

    PM Modi delved into history, linking Congress to inflation. He recalled popular songs during Congress governance – ‘Mehngai Mar Gayi’ and ‘Mehngai Dayain Khaye Jaat Hai.’ Blaming Congress for inflation during their rule, he highlighted the insensitivity of their approach. “Two songs on inflation were superhits in our country – ‘Mehngai Mar Gayi’ and ‘Mehngai Dayain Khaye Jaat Hai’. Both of these songs came during Congress’ governance. Inflation was in double digits during UPA’s tenure, it can’t be denied. What was their government’s logic? Insensitivity. They said – you can have expensive ice creams but why do you cry about inflation?… Whenever Congress came to power, it strengthened inflation,” he added.

    Lok Sabha Adopts Motion Of Thanks 

    Lok Sabha adopted the Motion of Thanks on the President’s address after PM Modi’s impassioned response, where he not only lambasted the opposition but also outlined the government’s achievements. The motion passed through a voice vote, concluding a spirited debate with over 60 members participating.

    Budget Session Dynamics

    The ongoing budget session, possibly the last before the 2024 Lok Sabha elections in April-May, witnessed President Droupadi Murmu’s address to the joint sitting of the two Houses, setting the tone for the upcoming political events.

    New Delhi: Prime Minister Narendra Modi is scheduled to reply to the Motion of Thanks to the President’s Address in Lok Sabha on Monday. President Droupadi Murmu had addressed the joint sitting of Lok Sabha and Rajya Sabha on January 31, the first day of the Budget Session.Meanwhile, the Bharatiya Janata Party has issued a three-line whip to all its MPs in Lok Sabha to be present in the Lower House on the fourth day of the ongoing Budget Session. Apart from this, as per the List of Business in the House for the day, Lok Sabha MPs Ravneet Singh and RamshiromVerma will lay on the table the minutes of the twelfth sitting of the Committee on Absence of Members from the sittings of the House held on December 14, 2023.

    MPs PP Chaudhary and NK Premachandran will present the 28th report of the Committee on External Affairs (Seventeenth Lok Sabha) on the subject ‘Countering Global Terrorism at Regional and International Levels’.

    BJP MP Rajeev Chandrasekhar will make a statement regarding the status of implementation of the recommendations contained in the 49th Report of the Standing Committee on Labour, Textiles and Skill Development on ‘Functioning of Directorate General of Training’ pertaining to the Ministry of Skill Development and Entrepreneurship.Union Finance Minister Nirmala Sitharaman will present a statement (Hindi and English versions) of estimated receipts and expenditure of the Union Territory of Jammu and Kashmir for the year 2024-25.In Rajya Sabha, while the discussion over the Motion of Thanks on the President’s address is to resume, MPs Ashok Kumar Mittal and Prakash Javadekar will lay on the table, a copy (in English and Hindi) of the Twenty Eighth Report of the Department-Related Parliamentary Standing Committee on External Affairs (Seventeenth Lok Sabha) on ‘Countering Global Terrorism at Regional and International Levels’ in the House today.

  • 98 amendments moved by Oppn in LS to Motion of Thanks on Prez address; 80 in RS

    NEW DELHI: Opposition members in the Lok Sabha have moved 98 amendments to the Motion of Thanks on the president’s address, while those in the Rajya Sabha have moved 80 amendments.

    Sources said a total of 232 amendments have been received by the Lok Sabha Secretariat and 13 Opposition members have moved 98 amendments to the Motion of Thanks on the president’s address. These include some on the Pegasus snooping controversy, they added.

    The amendments on the Pegasus issue were not admitted in the Upper House of Parliament, where such notices were disallowed by the secretariat since the matter is sub-judice, the sources said. In the Rajya Sabha, 19 notices for amendments were not moved as the three members proposing them were not present in the Upper House when the motion was taken up.

    The sources also said the notices given by Opposition members Elamaram Kareem (CPI-M) and KC Venugopal (Congress) for amendments on the Pegasus issue were not accepted by the Rajya Sabha Secretariat.

    The secretary had received 99 notices by 14 Opposition members and since three were not present when the motion was taken up, a total of 80 amendments on the Motion of Thanks were moved on various issues by 11 members in the Upper House.

    Kareem has also written to Rajya Sabha Chairman M Venkaiah Naidu for giving a ruling that under what grounds his amendments were not admitted or disallowed.

    “It is quite unfortunate and condemnable that such a decision has been taken, violating the basic right of a member of Parliament,” the Left leader said in his letter, adding that as a representative of people, he has to raise their concerns on the floor of the House.

    He said this action could create an impression among people that the Rajya Sabha Secretariat deliberately excluded the amendments that deal with incidents that could expose the Centre. “The unilateral action is completely undemocratic and unethical,” Kareem said.

    He claimed that similar amendments moved in the Lok Sabha were admitted and said the Upper House cannot escape its responsibility to maintain transparency in revealing the reason for disallowing his amendments.

    Expansive at times, combative at others. That was Prime Minister Narendra Modi in his speech in the Parliament on Wednesday. He began by thanking the President.

    The speech by the respected President showcased India’s ‘Sankalp Shakti.’ His words have boosted the spirit of confidence among the people of India, the Prime Minister said in his reply to the motion of thanks on the President’s address in the Lok Sabha.

    There was praise for the women MPs too.

    Congratulating the women MPs of the Parliament, the Prime Minister said, “During the discussion on the President’s speech, a large number of women MPs took part. This is a great sign. Women MPs have enriched the House proceedings with their thoughts.”

    “We’re knocking at the doors of 75 years of independence. It’s a matter of pride for every Indian and an occasion to move forward. We may be in any corner or belong to any strata of society but we must make a new resolve of where we want to take India at the 100 years of freedom mark.”

    Meanwhile, Congress and Trinamool MPs staged a walkout from the Lower House amid din.

    On the farmers’ protests against agri laws

    Speaking on the farmers’ protests that have been going on for nearly 90 days, PM Modi said, “This House, our Government and we all respect the farmers who are voicing their views on the farm bills. This is the reason why the topmost ministers of the Government are constantly talking to them. There is great respect for the farmers.”

    “We can’t meet the challenges of the agriculture sector in the 21st century with thinking of 18th century. We’ll have to change it. Nobody wants farmers to stay stuck in the cycle of poverty, that he doesn’t get right to live. It’s our responsibility,” he added.

    Amid uproar created by the Opposition parties, the Prime Minister stressed that the three farm laws were brought in by Government as these Agricultural reforms are important and necessary. “Congress MPs in House debated on the colour of the laws (black/white), it would have been better if they had debated on the content and intent of the laws. After the Laws relating to agriculture were passed by Parliament – no Mandi has shut. Likewise, MSP has remained. Procurement on MSP has remained. These facts can’t be ignored. Those who are disrupting the House are doing so as per a well-planned strategy. They are unable to digest that people are seeing through the truth,” PM Modi said. 

    Through such games, the trust of the people can never be won, he added.

    On the COVID-19 pandemic

    The PM said the world post-COVID is turning out to be very different. “In such times, remaining isolated from the global trends will be counter-productive.  That is why, India is working towards building an Aatmanirbhar Bharat, which seeks to further global good,” PM said in the Lower House, further adding that today we can hear ‘Vocal for Local’ in every corner of India. People look for local. This sense of self-respect is working a lot for Aatmanirbhar Bharat. 

    “Our doctors, nurses, COVID warriors, Safai Karamcharis, those who drove ambulances…such people and so many others became manifestations of the divine who strengthened India’s fight against the global pandemic,” he underlined.

  • Rajya Sabha: 50 speakers from 25 parties take part in debate on motion of thanks to Prez’s address

    NEW DELHI: The marathon debate in the Rajya Sabha on the motion of thanks to the President’s Address concluded on Friday with 50 speakers from 25 political parties taking part in the discussion which was spread over three days.

    Officials said the discussion is one of the longest such debates with high participation of members.

    Eighteen members from BJP, five of Congress and 27 from other parties participated in the debate for which nearly 15 hours had been allocated. Prime Minister Narendra Modi is likely to reply to the debate on Monday.

    The government and opposition parties had agreed to extend the time for discussion on the motion of thanks to 15 hours.

    Opposition parties were initially keen on a separate discussion on new farm laws but later agreed to proposal to have it as part of the discussion on the motion of thanks.
