A stark assessment from within the Pentagon reveals a critical deficit in the United States Air Force’s fighter jet capabilities. A recently declassified report indicates that the USAF currently lacks sufficient combat-ready aircraft to effectively engage in future conflicts. The report, titled ‘Long-Term USAF Fighter Force Structure,’ highlights a pressing need to expand the fleet by nearly 300 aircraft, bringing the total to 1,558. This shortage is being described as a significant ‘wake-up call,’ underscoring the vulnerability of the U.S. in potential multi-front scenarios. The current inventory of approximately 1,271 combat-coded fighters, including aging A-10s slated for retirement, falls considerably below the ‘low-risk’ threshold of 1,367 aircraft deemed essential for global readiness. Anything below this number places the U.S. in a ‘medium risk’ category, where mission success is less assured. The ambitious modernization program, aimed at replacing older airframes with advanced F-35A, F-15EX, and the forthcoming B-21 Raider, is encountering significant hurdles. Delays in F-35 software upgrades and production, coupled with the ongoing phase-out of legacy platforms like the F-15C/D, are complicating the transition. Maintaining older aircraft, such as the A-10 Warthog, is proving increasingly costly due to scarce parts and overburdened maintenance facilities. This operational strain is compounded by a shortage of trained pilots, exacerbated by training backlogs and retention issues. To bridge this capability gap, the Air Force is exploring the integration of autonomous systems through the Collaborative Combat Aircraft (CCA) program, envisioning drones acting as wingmen. While up to 1,000 such drones could eventually bolster the fleet, their ability to fully replace human pilots in critical missions remains uncertain. The report emphasizes that achieving the target of 1,558 combat-ready fighters requires sustained investment, industrial expansion, and technological advancements in both manned and unmanned aviation to maintain U.S. air superiority.

The Indian Army is taking a significant step towards modernization by training every soldier to operate drones alongside their weaponry. This initiative, dubbed ‘Eagle in the Arm,’ aims to integrate the power of a ‘flying hawk’ into each soldier’s capabilities.

Following Operation Sindoor (2025), where India utilized drones and swarm technology extensively, the army recognized the transformative potential of these technologies. During the operation, Pakistan’s air defense systems, including the HQ-9B and HQ-16 missiles acquired from China, were largely ineffective against Indian drones and missiles.

Key outcomes of the operation included:

* Drones blinding enemy air defense radar sites.
* Precise strikes enabling the Indian Air Force and Army to gain a strategic foothold.
* Validation of drones’ decisive role in modern warfare.

Recognizing the evolving nature of conflict, the Indian Army is implementing a comprehensive plan to integrate drones into its operational strategies. This includes establishing drone platoons in every infantry battalion and equipping artillery regiments with counter-drone systems and loitering munitions. Drone training centers have already been established in Dehradun (IMA), Mhow (Infantry School), and Chennai (OTA), with plans to open 19 more training centers and procure 1,000 training drones and 600 simulators.

Army Chief General Upendra Dwivedi announced on Kargil Vijay Diwas (July 26, 2025) that every future soldier would carry not only a rifle but also a ‘flying hawk’ – a drone – to significantly enhance their combat effectiveness. The future of warfare is increasingly defined by drone-versus-drone engagements, whether for surveillance, logistics, medical evacuation, or precision strikes. The Indian Army is formalizing this strategy to ensure that its soldiers are equipped with the most advanced capabilities.

The Prime Minister’s Office (PMO) is slated to move from the historic South Block to the newly constructed Executive Enclave next month, as per government sources. This move represents a significant change under the Central Vista project. The Executive Enclave, situated a short distance from the existing complex, will house high-level government departments, including the PMO, the Cabinet Secretariat, the National Security Council Secretariat, and a state-of-the-art conference facility. Notably, the new PMO will be closer to the Prime Minister’s residence. Officials cited limited space and a lack of modern infrastructure in the old buildings, originally built during British rule, as the primary reasons for the relocation. This shift is designed to reflect India’s status as an emerging global power, necessitating modern facilities to meet its needs. Earlier this month, the Prime Minister inaugurated Kartavya Bhawan-3, which now accommodates the Ministry of Home Affairs and the Ministry of Personnel. At the inauguration, the Prime Minister highlighted the limitations of the colonial-era buildings. The new PMO may also be renamed, potentially reflecting a spirit of ‘service,’ as the Prime Minister has previously emphasized the importance of the PMO serving the people. The North and South Blocks, the central administrative hubs for eight decades, will be transformed into a public museum, named the Yuge Yugen Bharat Museum. An agreement has been signed between the National Museum and France Museums Development for its development. The museum aims to celebrate India’s cultural heritage and showcase its glorious past, present, and future.

External Affairs Minister S Jaishankar held discussions with Shanghai Cooperation Organisation (SCO) Secretary General Nurlan Yermekbayev in Beijing, focusing on the SCO’s significance and efforts to modernize its operations. Jaishankar, in a social media post, highlighted the importance of the SCO and its ongoing modernization endeavors. This meeting was part of Jaishankar’s visit to China, following his trip to Singapore, marking his first trip to Beijing in five years. He is scheduled to attend the SCO Council of Foreign Ministers’ Meeting (CFM) in Tianjin, along with bilateral meetings. The SCO’s 25th Heads of State Council meeting will take place in Tianjin later this year. India held the SCO Presidency in 2023, and Pakistan hosted the SCO Leaders’ Summit in 2024. The SCO is comprised of India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan, Iran and Belarus. The visit follows the recent travel of Defence Minister Rajnath Singh and National Security Advisor Ajit Doval to China for SCO meetings in June. During that meeting, India did not sign a joint statement due to the absence of any reference to the terror attack in Pahalgam.

In a significant move towards modernizing the Armed Forces, Defence Minister Rajnath Singh has authorized the Chief of Defence Staff (CDS) and the Secretary of the Department of Military Affairs (DMA) to issue Joint Instructions and Joint Orders applicable to all three Services. This decision, announced by the Defence Ministry, represents a departure from the previous system where each Service issued its own separate instructions for matters involving two or more Services. The first Joint Order, released on June 24, 2025, focuses on streamlining procedures, reducing redundancies, and fostering greater cross-Service cooperation. This initiative aims to enhance transparency, coordination, and administrative efficiency within the three Services, marking a new era of jointness and integration, and reinforcing the Armed Forces’ unified mission. Additionally, Defence Minister Rajnath Singh is scheduled to lead a high-level Indian delegation at the Shanghai Cooperation Organisation (SCO) Defence Ministers’ Meeting in Qingdao, China, from June 25 to 26, 2025, where discussions will revolve around regional and international peace and security, counter-terrorism efforts, and cooperation among SCO member states. India is expected to reiterate its commitment to SCO principles, present its vision for international peace, advocate for collaborative efforts against terrorism and extremism, and emphasize the need for increased trade, economic cooperation, and connectivity within the SCO framework.
